Rose GNUNCCItIN U. ANC.
4.0 Approach / Methodology F__..__
Ross Engineering is to serve the City with one project manager, Robert Ross, P.E. Mr. Ross will serve
as the one point of contact for the engineering contract. As overall manager / facilitator, he will review
each task work order and coordinate closely with the appropriate task team member to accurately
define the scope, fee proposal and schedule. Throughout each task work order, Mr. Ross will routinely
review the progress being performed to ensure the project is on schedule, that proper agency
coordination is being done, and that the work product receives proper QA/QC from the Principal -in-
Charge before submittal. Melissa Ross will serve as Principal -in- Charge for each task work order and
ensure that every project stays on schedule and within budget.
Our approach is to be proactive and setup meetings with key City of Sunny Isles Beach staff including
scope negotiations, project kickoff, field meetings and when each deliverable milestone is met. We
want the City of Sunny Isles Beach to feel that Ross Engineering is an extension of their staff and not
an outside consultant performing work independently. We believe that strong communication and
coordination with the city will greatly benefit each task work order project and will ensure that the city's
money is well spent. One of the largest benefits with working with our firm is our desire to design
efficiently and employ value engineering concepts throughout the project in order to i iii ize
construction costs. The reason developers, contractors and land owners continue to re -hire our firm is
because we provide good design options that consider constructability and construction costs at the
same time. We will communicate and coordinate with assigned city staff from the very beginning to
very end of construction completion.
Prior to starting the contract, Ross Engineering will provide a sample of previous work that includes
project schedules, works orders and executive reports. The previous work would be similar project
types to the projects anticipated from the City.
For Drainage System Designs, Ross Engineering has extensive experience designing and permitting
projects with DERM for the 5 and 10 year storm events, depending on whether the street is a local
street or located on a section line. Ross Engineering staff have over 18 years of experience designing
exfiltration trenches, culverts, drainage injection wells (gravity and with pumps), stormwater pump
stations, ponds, canals, etc. Ross Engineering has strong experience in designing force mains and lift
stations for Miami -Dade County WASD, City of North Miami, City of North Miami Beach and many other
Miami -Dade county municipalities. Our force main design depends on the flow and pressure of the
upstream source, but most importantly our design includes looking at the downstream head, pressures
and flow on the existing lift stations and analyzing their pump size and float configurations. Lastly, our
resume for the planning and design of stormwater management looks at both water quantity and water
quality. We have performed stormwater master plans (SWMP) for cities, drainage districts and counties
including Miami -Dade County's DERM. We own an XP -SWMM license which is the software required to
run master plan analysis for all of DERM's stormwater basins including C -8 and C -9 basins in the
northern segment of the County. Some recent storm water master plans include the C -6 and C -1 basins
for DERM, SWMP(s) for City of Doral, Town of Immokalee, Central Broward Water Control District to
name a few. Our approach for stormwater in general is to obtain the very best data collection possible;
refine /upgrade or build a strong hydrologic and hydraulic model that can simulate impacts on flooding
and water quality; design improvements that can be simulated with H &H modeling to ensure positive
impacts on existing flooding and /or water quality conditions.
City of Sunny Isles Beach RF'Q 12 -04 -01
Continuing Professional Architectural & Engineering Services Individuals Only (CCNA) 22
