COOPER, PE <br />Associate, Director of Quality Assurance <br />SUMMARY OF QUALIFICATIONS <br />Mr. Cooper has over 24 years of experience in civil and environmental engineering <br />including a wide variety of projects from utilities infrastructure and water treatment to <br />land development and roadway design. His wide‐ranging skill set, attention to detail <br />and sagacity qualified Mr. Cooper to be chosen to serve as Director of Quality Assurance <br />for Calvin, Giordano & Associates. In his role as Director, Mr. Cooper brings his skill in <br />the design of civil engineering projects, including water and wastewater treatment <br />plants, water mains, wastewater force mains, reuse application systems land <br />development projects, hydraulic computer modeling of force main and water main <br />piping network systems, hydraulic analysis and unit operations design associated with <br />water and wastewater treatment plants. Mr. Cooper also has proficiency in surface <br />water hydraulic models, including watershed and hydraulic conductivity analysis. Mr. <br />Cooper has worked extensively with permitting agencies including various <br />municipalities, county planning, environmental and health protection departments, <br />Florida Department of Environmental Protection, Water Management Districts and the <br />Florida Department of Transportation. He also brings construction management <br />expertise to all projects assuring a high level of client satisfaction and quality control. <br />WATER AND WASTEWATER TREATMENT DESIGN EXPERIENCE <br />Alternative Water Supply Plan (AWS), City of Pembroke Pines, Florida. Program <br />manager for this $150 million water supply program including consumptive use <br />permitting, hydraulic modeling, wastewater treatment plant and advanced waste <br />treatment basis of design and pilot plant study of aquifer injection of reclaimed water. <br />2MGD Wastewater Treatment Plant Expansion, City of Pembroke Pines, Florida. <br />Designed additional surge tank capacity, distribution pumps, treatment units, sludge <br />digestion, screening and grit removal and emergency power generation. Prepared all <br />cost estimates, bidding assistance and complete construction management for the entire <br />construction phase. <br />4MGD Wastewater Treatment Plant Expansion, City of Pembroke Pines, Florida. <br />Designed additional treatment capacity and sludge digestion. Prepared all cost <br />estimates, bidding assistance and complete construction management for the entire <br />construction phase. <br />Water Treatment Plant Expansion, City of Pembroke Pines, Florida. Project <br />Administrator for $15,400,000 water treatment facility expansion including a 12 MGD <br />anion exchange system, treatment unit capacity and filtration system. Provided staff <br />technical and management guidance on project start‐up and close‐out issues of this <br />Contractor led Design/Build project. <br />10MGD Wastewater Treatment Plant Technical Feasibility Study.
