City of Sunny Isles Beach Construction Management Services For Gateway Park - RFQ No. 12 -06 -01 4. APPROACH/ METHODOLOGY Design Review URS will review the 30 %/60 % /l00% design /build PRECONSTRUCTION PHASE SERVICES product for incorporation of the City of Sunny Isles Beach's standards. Needs Assessment One of the most critical functions of our Team will be an initial needs assessment of the required services, tasks, and agencies. Additional service providers may be necessary, and required tasks may include constructability reviews, value engineering, and estimating services. A list of regulatory agencies and review boards will also be developed while incorporating their tasks into the overall project schedule. URS can assist in the selection process or can provide required services on an as- needed basis. Project Budget/Cost Control URS will assist in establishing project budgets integrating all of the estimated soft costs along with the estimated hard construction costs. The budget will serve as the financial benchmark while forecasting anticipated costs -to- completion and current reserves. The URS Team will manage and report on all aspects of the budget. This budget will provide the flexibility to ascertain the financial impacts of desired "what -if' scenarios in order to provide a solid decision - making tool if changes are requested and /or desired. It is our professional duty to manage the activities of the groups involved with any aspect of the project, to push the schedule of every activity, and to keep our eye on the "big picture" while scrutinizing every detail. It is our proposed Construction Manager's practice to become closely involved with our clients' organizations and develop a fully vested stake in the success of the project. Logistics /Phasing Plans Establishing a logistics /phasing plan for each element of the work is crucial. This will allow for the sequential delineation of activities which can be performed in each designated area. Pre - Construction Meetings The URS Team will assist the City and the design /build team with pre- construction meetings. The primary focus of these meeting is to review the roles, responsibilities and procedural processes per the terms and conditions of the construction agreement. The CM will also confirm the work start date, total construction time, construction staging and any interim milestone completion dates stipulated by contract. Assistance with Project Permits The CM will assist the City and the design /build team with pre- construction meetings. The URS Team will review the permits required and develop a permit plan spreadsheet which identifies the required permit and the person responsible for submitting the permit application and obtaining the permit. The permits required to be submitted on the City's behalf will be identified, and we will assist the City in processing them. Permits required for the individual projects will require the City's design /build team to submit the necessary design documents required for permit reviews by agencies having jurisdiction over the project.
