City of Sunny Isles Beach Construction Management Services <br />For Gateway Park - RFQ No. 12 -06 -01 <br />4. APPROACH/ METHODOLOGY Design Review <br />URS will review the 30 %/60 % /l00% design /build <br />PRECONSTRUCTION PHASE SERVICES product for incorporation of the City of Sunny Isles <br />Beach's standards. <br />Needs Assessment <br />One of the most critical functions of our Team will <br />be an initial needs assessment of the required <br />services, tasks, and agencies. Additional service <br />providers may be necessary, and required tasks <br />may include constructability reviews, value <br />engineering, and estimating services. <br />A list of regulatory agencies and review boards will <br />also be developed while incorporating their tasks <br />into the overall project schedule. URS can assist in <br />the selection process or can provide required <br />services on an as- needed basis. <br />Project Budget/Cost Control <br />URS will assist in establishing project budgets <br />integrating all of the estimated soft costs along with <br />the estimated hard construction costs. The budget <br />will serve as the financial benchmark while <br />forecasting anticipated costs -to- completion and <br />current reserves. The URS Team will manage and <br />report on all aspects of the budget. This budget will <br />provide the flexibility to ascertain the financial <br />impacts of desired "what -if' scenarios in order to <br />provide a solid decision - making tool if changes are <br />requested and /or desired. <br />It is our professional duty to manage the <br />activities of the groups involved with any aspect <br />of the project, to push the schedule of every <br />activity, and to keep our eye on the "big picture" <br />while scrutinizing every detail. It is our proposed <br />Construction Manager's practice to become closely <br />involved with our clients' organizations and develop <br />a fully vested stake in the success of the project. <br />Logistics /Phasing Plans <br />Establishing a logistics /phasing plan for each <br />element of the work is crucial. This will allow for <br />the sequential delineation of activities which can be <br />performed in each designated area. <br />Pre - Construction Meetings <br />The URS Team will assist the City and the <br />design /build team with pre- construction meetings. <br />The primary focus of these meeting is to review <br />the roles, responsibilities and procedural <br />processes per the terms and conditions of the <br />construction agreement. The CM will also <br />confirm the work start date, total construction <br />time, construction staging and any interim <br />milestone completion dates stipulated by <br />contract. <br />Orange County Convention Center Expansion <br />Program, completed on -tinge and within budget. <br />Assistance with Project Permits <br />The CM will assist the City and the design /build <br />team with pre- construction meetings. The URS <br />Team will review the permits required and <br />develop a permit plan spreadsheet which <br />identifies the required permit and the person <br />responsible for submitting the permit application <br />and obtaining the permit. The permits required to <br />be submitted on the City's behalf will be <br />identified, and we will assist the City in <br />processing them. Permits required for the <br />individual projects will require the City's <br />design /build team to submit the necessary design <br />documents required for permit reviews by <br />agencies having jurisdiction over the project. <br />Section 4— APPROACH /METHODOLOGY 25 <br />
