The <br />field inspector may provide a pre-substantial - <br />completion list of items that the contractor must <br />complete, correct or supply information in order <br />for the contractor to be ready to request <br />substantial completion. Both the field inspector <br />and Engineer shall report their recommendations <br />of the contractor's readiness for substantial <br />completion to the CM for his acceptance of their <br />recommendations. It is the responsibility of the <br />design /build team to complete the work and meet <br />the requirements of Substantial Completion <br />within the timeframe of the approved project <br />construction schedule. <br />"I want to take this opportunity to extend my <br />personal regards for the work performed by your <br />company on the largest public /private project in <br />Miami -Dade County history." <br />- -Bill Johnson <br />Director, Port of Miami (Formerly Assistant <br />County Manager for Miami -Dade County), <br />Regarding the Adrienne Arsht Center <br />POST - CONSTRUCTION PHASE SERVICES <br />URS will assist and monitor the close -out process. <br />The project will be closed out in accordance with <br />the procedures required by the contract <br />documents. <br />The URS Team will finalize the project by <br />concentrating on the following key areas: <br />• Demobilize field office <br />• Contractor's final performance evaluation <br />• Final cleaning <br />• Securing warranties, guarantees, affidavits, <br />releases, bonds and waivers <br />• Statement of compliance <br />• Final payments <br />• Operations and maintenance manuals <br />• Final as -built drawings <br />• Staff training <br />• Final deliverables <br />• Punch list and final inspections <br />• Certificate of substantial completion <br />• Certificate of final completion <br />Final As -Built Drawings <br />URS will verify the as -built drawings are complete, <br />accurate, and submitted by the contractor prior to <br />final payment. URS recommends as -built drawing <br />submittals are included as a billable line item in the <br />pay application and are not paid until submitted and <br />accepted. <br />Final Deliverables <br />When the D/B project has reached final completion, <br />URS will collect and turn over the final deliverables <br />including keys, guarantees /warranties, <br />maintenance instructions, operating manuals, <br />hardware schedule, special tools, and spare parts. <br />Based upon requirements of the contract <br />documents, a final deliverables checklist will be <br />prepared and maintained by URS. <br />Punch List and Final Inspection <br />Once the punch list work is completed, URS will <br />participate in a final inspection to review the <br />corrected items. Any remaining defective work <br />items will be transmitted to the contractor for <br />immediate action. Following completion of the <br />punch list Work URS will participate in the final <br />inspection of the Work. When the work has been <br />properly corrected, the notice of final completion <br />will be issued and properly recorded. <br />Warranties & Guarantees <br />Warranties, guarantees, affidavits, releases, bonds <br />and waivers will be transmitted complete within a <br />bound copy. A "warranty & guarantee log" will be <br />utilized to monitor their submissions. <br />Final Payments <br />Based upon final completion of the work, URS will <br />assist in reconciling and tendering final payments <br />to the contractor, A/E, and other providers of goods <br />and /or services. <br />The following pages contain a sample action item <br />report from Mr. Baumal's City of Miami Beach <br />Multi - purpose Municipal Parking Facility Project. <br />Section 4 — APPROACH /METHODOLOGY 29 <br />
