The <br />URS Team will document these meetings and <br />distribute the meeting minutes to all attendees. <br />Change Order Management <br />In the design /build delivery method, minimal <br />change orders are anticipated. If new ones do <br />arise, we can work with the design /build team <br />and the City to address them. <br />Review, Acceptance or Rejection of D/B <br />Team's Work <br />The URS Team's field inspector will have the <br />responsibility to actively observe the design /build <br />team's work and quickly identify and notify the <br />design /build team of any defective work during <br />the execution of the project. The field inspector <br />will provide regular observation of the work <br />performed and determine that the work meets the <br />intent of the contract documents (drawings and <br />specifications). <br />Should the field inspector identify defective, non- <br />compliant or incomplete work, he /she will prepare <br />documentation that identifies the unacceptable <br />work, referencing the requirements of the <br />drawings, specifications and reasons for not <br />accepting the work, along with a photographic <br />record of the condition. The inspector will submit <br />it to the design /build team requesting information <br />as to when and how the design /build team will <br />correct the conditions, with a copy to the URS <br />CM. <br />The CM's duties relating to inspecting and <br />determining whether the work conforms to the <br />contract documents shall be performed in <br />accordance with that degree of care and skill <br />ordinarily exercised by members of the <br />CM /engineering profession overseeing the work <br />of others. <br />Review and Acceptance of Testing and <br />Inspection Reports <br />The field inspector shall be notified by the <br />design /build team of all work ready for inspection <br />or testing by outside agencies or consultants. <br />The field inspector may be required by contract <br />I')_1_ ^J <br />or requested by the design /build team to witness <br />the inspection or testing of the work. <br />u�- <br />URS served Broward County as their program <br />manager_ for the construction of'the Hibiscus Parking <br />Garage at Ft. Lauderdale - Hollywood International <br />Airport. This project was completed early and $1.4M <br />under budget. <br />The field inspector shall be given copies of the <br />inspection and test reports from the design /build <br />team (or directly from the testing agency) in a <br />timely manner so as to allow the City's D/B Team <br />and his designated consultants to review the <br />inspection and test report data in a timely <br />manner. The City's consultant will review these <br />reports and provide written comment on their <br />compliance to the contract documents and <br />acceptance by the City's consultant. Inspections <br />and testing that fails or does not comply with the <br />contract documents will be noted by the City's <br />consultant. A copy of the consultant's <br />recommendation will be given to the field <br />inspector, CM, and the contractor. Work that <br />does not comply with the required testing and <br />inspection shall be considered defective work <br />and will be resolved as per the contract general <br />conditions. <br />Determination of Substantial Completion <br />During the course of construction, the field <br />inspector shall monitor the design /build team's <br />progress towards completing the work required <br />that will lead to the contractor's request to have <br />the CM certify that the design /build team has met <br />the requirements for substantial completion. <br />Throughout the construction process, the field <br />inspector will review the work -in -place and notify <br />the contractor of any defective or non - compliant <br />work that has been observed.
