Proclamation issued by the Mayor, supporting and endorsing the <br />humanitarian food drive sponsored by South Florida Food <br />Recovery and the Metropolitan Dade County Firefighters & Fire <br />Rescue Department; ACTION: The proclamation was presented to <br />Vice Mayor Lipman of the City of North Miami Beach. <br />VI. ORDINANCES: <br />a. FIRST READINGS: <br />1. Ordinance #97 -10, establishing purchasing procedures; <br />designating a purchasing agent; providing for limitations <br />on purchases; providing for competitive bidding; <br />establishing competitive bidding and bid opening <br />procedures; providing for awarding of bids; providing <br />for waiver of competitive bidding; providing for exemptions <br />from competitive bidding; providing for repeal of conflicting <br />provisions; providing for severability, inclusion in the code <br />and an effective date; ACTION: The ordinance passed first <br />reading, after read by title and a public hearing held. Ordinance #97-8, adopting pursuant to Sections 8.3 and 8.9 <br />of the Municipal Charter an interim ordinance with respect to the <br />Metropolitan Dade County Zoning Code to adopt same for the <br />City with the modification that "City of Sunny Isles Beach" be <br />substituted for any reference to "Metropolitan Dade County" and <br />"Commissioners of the City of Sunny Isles Beach" be substituted <br />for "Board of County Commissioners, Director of Building and <br />Zoning, and Community Zoning Appeals Board "; providing <br />confirmation that staff services will continue to be performed by <br />Dade County; providing Chapter 33 "Zoning" of the Dade County <br />
