4 Approach / Methodology <br /> Proposers approach methodology to providing the services requested in this solicitation <br /> System Design <br /> Video Guardian LPR Management System for Video LPR <br /> One LPR camera processes images for one lane and transmits that back to a digital <br /> signal processor at the edge of the network where it is analyzed and only the plate data <br /> is sent back to the main server, thus minimizing processing resources and network <br /> resources. Once the plates are pushed to the main server, they are compared with both <br /> the FDLE (FCIC/NCIC) database as well as private hot lists maintained by the City. <br /> These lists can be updated at any time by city employees and can include exclusion <br /> lists, child predator lists, trespasses, etc. All FDLE hot list categories are supported <br /> including stolen vehicles, felony warrants, etc. The FDLE database is automatically <br /> updated every 3 hours by the Video Guardian management system. Additionally, the <br /> system is compatible with other national database files such as NLETS and NVLS, <br /> which can be subscribed to for additional plate alert lists. <br /> When a plate that is hot-listed passes through any of the cameras, it is immediately <br /> displayed on a graphical city map to city personnel, email and SMS message are sent <br /> out, and the offending plate, color overview image and list category are displayed. All <br /> management and configuration happens via a very high performance web interface. <br /> This web interface allows access to not only the alerts via the LPR system but directly <br /> integrates with the City's video management system. This unique integration allows the <br /> video associated with a plate hit to be automatically opened and displayed by officers <br /> either in the field or at a command post. By using a web interface all officers on the road <br /> as well as at a central location can easily access live plate data, do plate searches and <br /> get hot list alerts. This all can be done without the installation of additional software on <br /> their field computers and does not violate any existing IT policies. <br /> The Video Guardian LPR management system also offers a number of unique features <br /> for intelligent alerting and searching. Through its advanced alert engine, the VG system <br /> can send alerts when specified tags pass by certain readers a certain number of times <br /> within a defined time period. This type of search is critical for proactive notification and <br /> prevention of potential "casing" of areas of the city. Additionally, a unique feature to the <br /> city is the ability for the system to recognize "Missing" or "Obstructed" tags. What this <br /> means is that if a vehicle has its tag covered, obstructed or not visible at all, the system <br /> can send alerts to officers notifying them that a vehicle with a missing plate just passed <br /> a particular reader position. Within the VG platform, all plate reads are geo-tagged to a <br /> GPS position and graphically displayed.
