should counsel the employee on the importance of good attendance and warn that <br /> excessive absences will lead to discipline, up to and including termination. <br /> 12) Compensation during authorized absences will not be granted before days of paid <br /> absence have been accrued. In addition, authorized days off for short-term <br /> absences will not be considered as working time for calculating weekly overtime <br /> compensation except as approved by the City Manager. <br /> 13) If an employee fails to return to work at the conclusion of an approved leave of <br /> absence, including any extension of the leave, the employee may be considered <br /> to have voluntarily terminated employment. <br /> 14) Employees who are absent from work for more than three consecutive days <br /> without giving proper notice to the City may be considered to have voluntarily <br /> terminated employment unless there are substantiated mitigating circumstances <br /> that the City accepts.
