  <br />City of Sunny Isles Beach | Invitation to Bid No. 17‐05‐01  22    <br />  <br />2.13 FEDERAL, LOCAL AND STATE REGULATIONS <br /> <br />Bidder shall submit a copy of the following licenses and keep them current throughout the term of <br />the Contract: Certified Pest Control Operator in Lawn and Ornamentals licensed by the State of <br />Florida, ISA certified Arborist, Miami-Dade County Irrigation License, Dade County Occupational <br />License; and current Local Business Tax Receipt. <br /> <br />2.14 PERSONNEL REQUIREMENTS/QUALIFICATIONS <br /> <br />The Contractor will provide staff that is able to perform work at the highest standards of <br />horticultural excellence. Key staff shall have current knowledge of best management practices <br />regarding safety, plant health, pruning, Integrated Pest Management, pesticide application, <br />hazardous material spill response, and irrigation maintenance. The City reserves the right to <br />demand the replacement of Contractor’s staff who do not meet the City’s standards for safety, <br />professionalism, or horticultural knowledge. <br /> <br />The Contractor must manage the total Work effort associated with the Services required to assure <br />fully adequate and timely completion of these Services in accordance with the Performance <br />Standards and Technical Specifications. Such management includes, but is not limited to, planning, <br />report preparation, establishing and maintaining records, and quality control. The Contractor must <br />provide staff with the necessary management expertise to assure the performance of the required <br />Work; and, trained and experienced field and office personnel who meet established standards to <br />effectively perform the Services required and who exhibit capability to perform with minimum <br />supervision. It is the City’s preference that turnover be kept to a minimum with personnel to <br />ensure a continuity of operations through the Contract term. <br /> <br />2.14.1 PROGRAM MANAGER <br />The Program Manager shall be responsible for the City of Sunny Isles Beach and must be <br />a senior level management employee and have full authority on a day-to-day basis to act <br />on behalf of the Contractor on all matters pertaining to the performance of the Work under <br />this Contract. The Program Manager shall have the authority to make immediate and <br />binding decisions on behalf of the Contractor without obtaining any approvals from others <br />regarding the disbursement of any resources needed including but not limited to materials, <br />equipment, labor, chemicals or otherwise as directed by the City. This person shall be <br />available to attend all meetings with the City within twenty-four (24) hours of notification <br />at no charge as directed by the City, shall be available to the City within one (1) hour <br />notification for emergencies at all times at no charge, including facility maintenance duties, <br />boarding up of facilities, and other work as directed by the City, shall be present at all <br />special events, programs and activities as directed by the City, and be present at all <br />planning meetings at no charge, with twenty-four (24) hour notice. Special events are <br />typically held on weekends and evenings, and Contractor shall receive schedule of events. <br />There are typically twenty (20) or more major events per year. This person shall be <br />available to City for routine, weekly, and as-needed inspections of all landscaped areas as <br />directed by the City, shall be available to the City’s Project Manager(s) and Consultant as
