<br />City of Sunny Isles Beach | Invitation to Bid No. 17‐05‐01 23 <br /> <br />directed by the City for inspections, reviews, and consultation via telephone or other <br />approved wireless communications on a 24/7/365 basis. When this person is out of town, <br />an alternate contact shall be provided, and shall be approved at the City’s sole discretion. <br />The Program Manager must be available to discuss Contract matters and performance <br />issues with the Project Manager(s) or Consultant during regular City business hours and <br />within one (1) hour during other times. This can be accomplished in person, or by <br />telephone, as appropriate depending on the circumstances. The duties will be performed <br />at no additional labor or travel charges. The Contractor must provide to the Project <br />Manager(s) the contact information (i.e. phone, email address, cell phone, etc.) for the <br />Program Manager and an alternate individual, within five (5) days of execution of the <br />Contract. A resume of the Program Manager must be submitted with the Contractor’s <br />Qualifications as specified in Section 7, which must include all contact information (i.e. <br />telephone, email address, cell phone, etc.). The Contractor must provide an updated list <br />no less than five (5) days of any changes of the Program Manager or contact information <br />provided. Foreman, Field Supervisors, Account Managers, etc. are not acceptable. <br /> <br />2.14.2 FIELD SUPERVISOR <br /> The Contractor must provide two (2) qualified on-site full-time working Field Supervisors <br />to manage Contractor’s personnel at the Work sites. One (1) Field Supervisor shall be <br />assigned to the Cultural & Community Services Department and one shall be assigned to <br />the Public Works Department. These people (and their substitutes) must have full <br />authority to act for the Contractor on all matters relating to the daily performance of the <br />Work at the Work site(s). The Field Supervisors must be the central point of contact in <br />the field for the City; and, must effectively communicate in English. The Field Supervisors <br />must understand and be able to fulfill, completely and clearly, the Performance Standards <br />and Technical Specifications and reporting requirements of the Contract. A resume of the <br />Field Supervisors must be submitted with the Contractor’s Qualifications as specified in <br />Section 7, which must include all contact information (i.e. telephone, email address, cell <br />phone, etc.). The field supervisors must have a minimum of ten (10) years combined <br />horticultural education and experience as a landscape field maintenance supervisor on <br />contracts of similar size, scope, and complexity, and must remain on-site at all times while <br />Work is being performed under the Contract. When the on-site working Field Supervisor <br />is absent for the day or for an extended period (more than 4 hours), the Project Manager(s) <br />must be notified and the Contractor must appoint a qualified substitute. Within five (5) <br />days of execution of the Contract, the Contractor must provide the Project Manager(s) with <br />a cellular phone number for the Field Supervisor where he/she can be reached at all times. <br /> <br />2.14.3 The Contractor must provide a minimum of twelve (12) full time staff in addition to the <br />two (2) on-site Field Supervisors stationed in the City during weekdays. During weekends, <br />the Contractor must provide a minimum of one (1) on-site Field Supervisor and six (6) full <br />time staff. All Work shall be accomplished between the hours of 7:00 A.M. to 5:00 P.M. <br />Monday through Friday. The minimum required staff is for routine landscape maintenance <br />services only and does not include services such as annual flower change-outs, shrub <br />replacement, special projects, irrigation repair, tree and palm pruning.
