recommendations on the selection of specific projects, including recommendations on <br /> where to site the finished artwork, if a site has not already been selected by Staff. <br /> Proposed Art Guidelines <br /> Recommendations for the selection of Public Art will be based on the following <br /> guidelines, as they may be amended from time to time. <br /> • Does it have artistic merit? Is there an inherent quality and sense of excellence? <br /> • Does the project foster the overall goals of the Cultural Master Plan? Does it <br /> accomplish the purpose of this Program? <br /> • Relevance and overall positive impact of the Public Art under consideration to the <br /> City, including its values, culture, and people. Consideration will be given to whether <br /> it has historical value, addresses a social or environmental issue, or addresses the <br /> community as a whole or a specific interest in this culturally diverse community? <br /> • Is the design visionary and creative? How does it engage the community and invite <br /> interest? Is it thought-provoking, entertaining, whimsical, original and/or <br /> representative of high artistic excellence in urban design and public art? Does it have <br /> emotional, inspirational, educational or intellectual impact? Overall, does it uniquely <br /> enhance community identity and generally enhance the public realm? <br /> • Relationship of the work to the site, i.e., does it serves to activate, enhance or foster <br /> community involvement/ public participation in that particular public space? Are the <br /> sites selected varied so as to be particularly enjoyed by the population living nearby? <br /> • Appropriateness of the artwork or design enhancement in terms of scale, materials, <br /> form and content to the site should be evaluated. Do the scale, form and content <br /> serve a functional purpose? In what way does it otherwise enhance or define a civic <br /> space? <br /> • Consideration should be given to structural and surface integrity, permanence and <br /> outdoor protection of the artwork against theft, vandalism, weathering, and excessive <br /> maintenance and repair costs; <br /> • Experience of the artist in the creation of public art must be part of the criteria. Does <br /> the artist have a successful track record, having executed and installed works of <br /> public art in a timely manner and within budget that will provide evidence of the ability <br /> to successfully complete a project? In some cases, consideration may be given to <br /> whether the project fosters opportunities for local community artists. <br />
