criteria established by the City, the City Commission shall issue the final decision. For <br /> art that will be placed on a public property, the selection and proposal for siting will be <br /> submitted at any scheduled meeting of the Committee for recommendation to the <br /> Commission at its next regularly scheduled Commission meeting. <br /> The City Staff (the Manager and/or his designee, the Building Official, the Community <br /> Planner, the Public Works or Parks Director and the Public Arts Manager) will also give <br /> their recommendations to the Commission. The artist will discuss with Staff the project <br /> timeline, limitations or constraints or other identified issues. The decision for selection <br /> will be made by the City Commission, after consideration of recommendations from the <br /> PAAC and Staff. Site preparations, engineering aspects, installation, on-going <br /> maintenance issues, etc. and/or removal for temporary exhibitions will also be handled <br /> by Staff. <br /> Public Art Advisory Committee: <br /> The City Commission shall appoint a Public Art Advisory Committee ("PAAC") <br /> composed of five (5) members to serve two (2) year terms. Members serve as <br /> volunteers on a pro bono basis and must possess qualifications in the visual or graphic <br /> arts, architecture and design, urban planning, public art and place-making curation <br /> and/or programming, arts/ architectural education, engineers, digital and display design, <br /> landscape architects, arts/architectural history or the creation of art (i.e., professionally <br /> trained artists in any medium), or other art and design-related fields who have an <br /> interest in civic improvement. <br /> The Committee will be responsible for: <br /> a) Overall public art policy; <br /> b) Review criteria both for the methodology of and the selection (whether <br /> through acquisition or commission) of artwork to be placed on public <br /> (City-owned) property; <br /> c) Recommendations on public arts projects and/or programs, whether <br /> temporary or permanent and the most advantageous location for them. <br /> Projects may include recommendations on pedestrian bridge or other <br /> design elements in public places; <br /> d) Such other related tasks as determined by the City Commission or City <br /> Manager. <br /> The City is looking forward to identifying citizens with expertise in the arts as well as <br /> local artists themselves within the community. The PAAC will adopt elect a chair and <br /> follow the city's procedural rules and a record of actions will be kept.
