Request of the Mansions at Acqualina Site Plan Modification — Alexey Knyshov ("Applicant") for the property located at 17749 Collins Ave Unit # 1701, Site Plan Modification for the following: (Hearing #PZ2017-06): Summary: • The Applicant, an owner of a unit, is requesting a modification of an approved site plan to increase the size of his unit by a total of 229 square feet. This increase in square footage will change the approved square footage from 431,666 square feet to 431,895 square feet (229 square-foot increment) in order to enclose a section of unit balcony #1701. Further, the Applicant is requesting approval of the purchase of additional Transfer of Development Rights (TDRs) in the amount of 229 square feet of Floor Area Ratio (FAR) for the balcony • enclosure. Requests: 1. Pursuant to Section 265-18 of the City of Sunny Isles Beach Land Development Regulations,the Applicant is requesting a site plan modification to an approved site plan for an increase in square footage from 431,666 square feet to 431,895 square feet of Floor Area Ratio (FAR). 2. Pursuant to Section 265-23 of the City of Sunny Isles Beach Land Development Regulations,the Applicant is requesting the approval of the purchase of 229 square feet of TDRs from the City's TDR Bank. Protests 0 Waivers 0 Ex Parte 0 Action: Mayor Scholl gave opening remarks on zoning procedures/decorum. City Clerk Betancur read a disclaimer for the Zoning hearing, and administered the oath to witnesses. City Attorney Ottinot asked if there were any Ex Parte disclosures to which all Commissioners responded no. Planning and Zoning Director Claudia Hasbun reported that the applicant is seeking a site plan modification consisting of a balcony enclosure which would increase the square footage from 431,666 square feet to 431,895 square feet of Floor Area Ratio(FAR). The applicant is also requesting the approval of the purchase of 229 square feet of TDRs from the City's TDR Bank. The application is consistent with the Comprehensive Plan and generally consistent with the City's Land Development Regulations. Public Speakers: None. Mayor Scholl mentioned that when the development was first approved it was contemplated to enclose the balconies,however,it was decided to leave the TDRs out and let the individual property owners buy them-as they come in for approval. 2 i.
