The City shall establish and maintain a Drug Training Program. The Program shall, <br /> at a minimum, include the following: <br /> a. A written statement on file and available for inspection at its Human Resources <br /> Department outlining the Program. <br /> b. At least an annual educational and training component for employees which <br /> addresses drugs; and <br /> c. An educational and training component for all supervisory and managerial <br /> personnel which addresses drugs. <br /> 2. The educational and training components described in D.I.b and D.1.c above shall <br /> include the following: <br /> a. The effects and consequences of drug use on personal health, safety and work <br /> environment. <br /> b. The manifestations and behavioral changes that may indicate drug use or abuse. <br /> c.
