Additionally, and most importantly, the applicant has designed this <br /> project with two parking levels below grade and only a portion of the third above <br /> grade thereby allowing an even greater view corridor from Collins Avenue to the <br /> Ocean. <br /> Policy 10B ...to provide expanded public pedestrian circulation space... <br /> Collins Avenue is the Main Street of the City. It also connects the beach with the <br /> rest of the community, generating most of the pedestrian activity. The City aims to <br /> create a safe yet enjoyable area along Collins Avenue by building open inviting <br /> spaces promoting pedestrian activity. <br /> The current building design proposed by the developer will provide an open green <br /> space along Collins Avenue in keeping with the City's Streetscape Master Plan. <br /> 2. Transfer Development Rights <br /> The Applicant is requesting to approve the utilization of private TDRs in the amount of <br /> 22,764 square feet of development rights and 11 dwelling units. The private TDRs are <br /> from Abus, LLC. TDR bank account. Additionally, the Applicant currently owns 126,737 <br /> square feet and 70 dwelling units. As such, the Applicant is seeking approval to use the <br /> total of 149,477 square feet of development rights and 81 dwelling units for the project. <br /> The Applicant shall provide the necessary documents to establish ownership of the <br /> TDRs. <br /> 3. Traffic Engineering <br /> Traffic Impact Analysis: <br /> The traffic study was done by David Plummer & Associates, Inc. dated stamped date <br /> received November 26, 2012. The study analyzed the Jade 4 (known as Jade Signature) <br /> project and concluded that intersections currently operate, and will continue to operate <br /> within the City's adopted LOS standards. The study proposes a median modification. <br /> VI. FINAL ANALYSIS <br /> Based on the above review, the application is consistent with the City's Comprehensive <br /> Plan and the City's Land Development Regulations.
