New marinas in the BBAP are typically not allowed to be
constructed on sovereign submerged land; however, through research of submerged land
ownership and historical use at the Project site, as well as extensive negotiations with the regulatory
agencies, permits and a sovereign submerged lands lease, were obtained for the new marina. The
marina was designed utilizing concrete piles, cap and beams with grated decking, as required to
allow for adequate light penetration to reach the submerged bottom supporting seagrass habitat.
Structural design of the docks relative to extreme conditions and vessel loads was conducted.
Design services also included material selection and coordination of utilities. Construction
administration was performed including bidding, inspections, field reports and permit close-out.

25.
