As part of the analysis, and only if necessary, GFA will advise our client as to the need for improvements to the soils on the site. The report’s recommendations will guide the construction process. Recommendations cover issues in site preparation and drainage, as well as in footing, slab, seawall, bulkhead and pier design. The written report documents the alternatives proposed with supporting data and confirms the implementation plan accepted by management. Specific organization of the report is unique to each study.Last, but equally important, geotechnical services include monitoring and consulting during site preparation and construction. Geotechnical and materials engineers and engineering geologists understand how the soil beneath a structure must perform, and they have the training, equipment and knowledge of soil and material characteristics to make engineering judgments about potential soil and materials problems. <br />Specialized Skills: GFA will apply a number of specialized skills to the investigation that will save time and cost. If appropriate, we will employ state of the art field devices, such as piezocones and flat plate dilatrometers, that produce more accurate soils data than with routine methods, allowing for much less conservative and less costly design. GFA has the best equipped geotechnical laboratories in the State of Florida allowing us to conduct any test in house, thus saving time and money. <br />CONSTRUCTION MATERIALS TESTING SERVICESGFA’s purpose during construction is to provide technicians and inspectors who will help verify that the contractor’s work and materials comply with the project plans and specifications. We will evaluate issues such as suitability of the fill soil, soil compaction, concrete strength and suitability of pavement materials. The results of our tests are used by the City’s staff and the designers to verify the work of the contractor(s). We serve as an extension of your staff, in effect, as extra “eyes and ears” on the site to look out for The City of Sunny Isles Beach’s interests. The first activity for the construction testing function is to work with the town’s staff to set up a testing scope and approach. During these important conversations, we will mutually look at the construction sequence and schedule and determine how our field forces can best be mobilized. For example, at the beginning and end of the project, the construction activity is usually <br />relatively light. During this period, we will conserve funds by working on a “will-call” basis. We will assign technicians to the project who will go to the site only when needed by the contractor or the city inspector. As construction activity increases, we may consider assigning technicians to be on the site full-time. The Contract Manager will review the project documents and establish the frequency of testing required for each test type. He will then reduce all this data into a scope and fee proposal for review by the city representative. We will maintain continuity by keeping the same personnel assigned to the project throughout its duration. Further, these individuals will be trained and equipped to conduct various types of on-site tests, thus reducing the necessary field work force. All field and laboratory tests will be conducted according to the appropriate ASTM, ACI and FM standards. The technicians will be certified by the appropriate organization (ACI, AWS, and FOOT). Typical tests will include compaction of soil, soil classification, laboratory Proctor, LBR of pavement subgrade and base, extraction, gradation and thickness of asphaltic concrete, and slump, air content and temperature of fresh concrete, unit weight and compressive strength of cured concrete, and inspection of reinforcing steel, where needed. Field copies of the test results will be given immediately to The City of Sunny Isles Beach inspector, and final reports will be reviewed, signed and sealed by a professional engineer. The project manager will review the field reports and visit the site periodically to review our service and resolve technical issues. Laboratory tests will be conducted in our local laboratories, which are annually inspected and certified by CMEC and/or the FDOT. These inspections verify that our equipment is properly calibrated, and our laboratory personnel adequately trained. We will also attend project status meetings, providing input when appropriate. <br />Specialized Skills: We maintain specialized in-house capabilities available for this contract. The City of Sunny Isles Beach will not have to look elsewhere for these services, and thus will save time and money. Such capabilities include testing of coating thickness and testing of pipes, ultrasonic testing of welds, Falling Weight Deflectometer for evaluating pavement strength, complete metals services and strength testing of plastic pipes. Also, we have a fully equipped and certified laboratory for testing geosynthetic materials and synthetic (plastic) liners. GFA has the best equipped geotechnical laboratories in the state of Florida with devices capable of providing virtually any soils test. <br />15
