Village of EsteroSunny Isles Beach RFQ 18-02-01 | Marine and Coastal Professional Engineering Consulting Services
APPROACH The Surveying Services under this contract will be provided by CGA's in-house surveying staff.
Approach to Services – Upon receipt of the City’s request, the CGA Survey/Mapping Project Manager (SPM), Steve Watts, PSM, will hold a phone conference or in-person meeting to compile a project information package from the City. Part of this stage is to identify the specific survey request, as well as what the desired intent is of the survey project. For example, a construction layout survey that will progress into a full ALTA|NSPS Land Title Survey of the site may require a different layout of survey control versus one that just has a stakeout component. It is at this stage that the groundwork is laid for a successful survey that will allow our team to determine the complete scope of work, required schedule, budget and final deliverables at the onset of the project.Prior to mobilization of any field crews, the SPM will complete the necessary due diligence of the information gleaned from the Initial City Request stage. This includes a search of CGA’s records for existing survey data from previous City projects and a search of the public records; including the Miami-Dade Property Appraiser’s office, Clerk of the Court, NGS websites, as well as Google street view type applications. This upfront research assists in identifying property boundaries, easements and/or other encumbrances that may exist on a specific parcel. From this research, a survey field map will be generated identifying survey traverse control points together with any found property and/or right-of-way monuments within the area. Utilizing the County Parcel GIS map, CGA will upload property corner search ties which are
referenced to state plane coordinates directly into our GPS data collectors. This process allows field crews to navigate directly to a possible corner location within centimeter accuracy. Utilizing this process enables us to perform the same type of location for buried valves, manholes, or other type of as-built infrastructure referenced to state plane coordinates. Most survey projects have a total project length from Notice-to-Proceed to final survey deliverable of less than 3-4 weeks. Upon receiving the initial survey/mapping request and due diligence is completed, CGA will immediately prepare a man-hour estimate and crew schedule to complete the survey tasks within the critical path timeframe. Any survey projects of size and complexity that require a more substantial timeframe to complete (3-4 month survey project), a Gantt chart will be provided, noting all required milestones, field activities, final deliverables, and a proposed budget. CGA will coordinate this schedule with the City to obtain feedback on both the schedule and proposed budget. The Project Team will hold meetings to discuss project status, updates, issues and resolutions to issues on a weekly basis, or more frequently if needed. CGA will maintain constant communication with the City and will provide status updates as the project progresses.
Deliverables – Prior to issuance of any final deliverables to the City, the survey information and data backup will be routed through the CGA QA/QC process to ensure the City is provided with a fully accurate survey document, that is in compliance with all City, County and State land surveying requirements. A detailed description of this QA/QC process is outlined in the Quality Control section below.
LAND SURVEYING
16
