City of Sunny Isles Beach, Florida <br />Marine and Coastal Professional Engineering Consulting Services (CCNA) | RFQ No. 18‐02‐01 <br /> <br /> <br /> <br />Aptim Environmental & Infrastructure, Inc. <br />15 <br />01C032018D <br /> <br />features identifying all project components that may have a significant impact on project execution, <br />permitting, and costs. <br />The third phase in the design process, the Final Design Phase, includes development of construction plans <br />and specifications. Marine and coastal engineering project plans will include existing site surveys, <br />structural plan views, cross‐sections, and structural details. The structural details provide vital information <br />to marine contractors to minimize Requests for Information (RFIs), Change Orders, and project delays. <br />The plans will also include information related to site access, staging areas, and other information <br />required for construction of the waterfront project. The plans will incorporate information concerning <br />site survey control, which may be used for constructing the waterfront project. <br />The plans and specifications for the construction of the waterfront projects will be prepared for bidding <br />for construction. APTIM staff will coordinate with the City to ensure that the technical specifications will <br />incorporate any requirements from the City for the bidding process. The specifications will provide <br />sections addressing general conditions, technical provisions, and environmental protection. Specifications <br />will also incorporate all permit documents requiring contractor compliance with permits through <br />reference. Also incorporated into the documents will be any geotechnical information for the contractor’s <br />use. Our plans and specifications will provide detail required by the marine construction contractors to <br />competently bid and construct the project. <br />Construction Cost Estimates and Bidding Assistance <br />APTIM has a thorough understanding of marine construction and has established long‐standing <br />relationships with marine contractors across the State of Florida. APTIM continuously monitors the <br />Florida Department of Transportation published pricing data for current unit prices on heavy construction <br />projects. APTIM uses this information to assemble an Opinion of Construction Cost for each project to <br />assist with budgeting. The cost estimate generally includes mobilization/demobilization cost, material <br />cost per unit, and bond costs for the waterfront project. APTIM will contact potential marine construction <br />contractors to evaluate project costs based on recently bid projects, construction contractor and <br />equipment availability, material location, and additional construction requirements. <br />For each project, we will assist the City with preparations to bid the project for construction. We will <br />obtain the City’s "boiler plate" contract documents for incorporation into a complete package to bid the <br />project. The bidding documents will include the City’s front end documents, the specifications (including <br />General Conditions, Technical Specifications, and Environmental Provisions), and the project plans. We <br />will coordinate with the Purchasing Department of the City to implement the bidding of the project. We <br />will provide the Purchasing Department names of qualified marine construction firms for waterfront <br />structures to ensure that capable contractors are aware of the project. Because of our extensive past <br />experience of managing successful marine and coastal protection construction projects, we are very <br />familiar with the contractors capable of constructing such specialized work. <br />APTIM will prepare for, and attend, the pre‐bid meeting for the project to discuss the project and clarify <br />particular aspects of the project. If necessary, following the pre‐bid meeting, APTIM will prepare addenda <br />to the plans and specifications for review by the City. If acceptable, the addenda will be sent to all <br />registered bidders and will become part of the bid package and subsequent contract documents. <br />We will review the bids presented to the City for the proposed work. In addition to cost factors, the bids <br />will be reviewed for technical completeness, contractor experience, work plan, schedule, and other <br />parameters deemed important. As appropriate, APTIM will contact the contractors’ references and make <br />a final recommendation to the City on the award to the lowest cost, qualified, and capable bidder. <br />
