City of Sunny Isles Beach, Florida <br />Marine and Coastal Professional Engineering Consulting Services (CCNA) | RFQ No. 18‐02‐01 <br /> <br /> <br /> <br />Aptim Environmental & Infrastructure, Inc. <br />16 <br />01C032018D <br /> <br />APTIM will prepare for, and attend, the pre‐construction meeting to coordinate with the contractor, and <br />as required to address the project and permit requirements, review the construction methodology, <br />technical specifications and schedule, address construction access and work areas, any specific <br />conditions, and monitoring requirements. These items will be discussed with the contractor, contractor's <br />associated sub‐contractors, environmental regulatory agencies, and other involved parties. <br />We will coordinate communication and reporting protocols for the duration of contractor mobilization, <br />construction, and demobilization activities. <br />Project Construction Administration and Observation Services <br />APTIM brings complete marine and coastal engineering project construction administration and <br />observation experience to the City. General services include contract and permit administration, agency <br />and contractor coordination, plans and specification administration, construction supervision, quality <br />control/assurance through daily reporting and various engineering services to monitor the project progress, <br />contractor invoice review and recommendation, project completion certification, and public contact as <br />required by the City and other elements of the project. The extent of services can be tailored to support the <br />City’s needs. Some clients have requested a site observer 24 hours per day, while other clients select to <br />have an observer only visit once or twice per week and shoulder more of the day‐to‐day details with in‐ <br />house staff. We will observe the project construction process to determine if the contractor is in substantial <br />compliance with both contract documents and project permits. If not already being performed by the <br />contractor, APTIM can also conduct any water quality, protected species, and daily sediment quality control <br />monitoring required. <br />Our technical personnel are trained and experienced in understanding compliance observation of marine <br />and coastal engineering projects. APTIM will review all contractor submittals and will notify the <br />contractor, the City, and the permitting agencies, as required, of any inconsistencies or problems with the <br />submittals. APTIM will provide periodic reports to the City that summarizes the progress of construction <br />and compliance with the permit and contract, including, but not limited to, equipment issues, problems <br />encountered during project construction, methods to correct problems, success in problem correction, <br />errors, omissions, or deviations from the Contract <br />Documents, and weather conditions that may have <br />affected project construction. APTIM will also review <br />project invoices and change order requests and <br />provide recommendations to the City. <br />APTIM will attend periodic progress meetings with <br />the Contractor and regulatory agencies as <br />appropriate during construction. We are very familiar <br />with the latest sediment QA/QC, dredge monitoring, <br />and environmental monitoring methods and <br />requirements. <br />Post-Construction Services <br />APTIM will continue to assist the City beyond the <br />construction phase of your projects. Depending on <br />the project, state and federal permits may require <br />post‐construction physical and/or biological monitoring to ensure the project performs as designed <br />without unanticipated environmental impacts. We can perform comprehensive post‐construction <br />surveying and reporting to meet your specific project needs. In cases where projects involve unavoidable <br />APTIM provides oversight of coastal construction <br />projects throughout Florida and the U.S.
