City of Sunny Isles Beach, Florida <br />Marine and Coastal Professional Engineering Consulting Services (CCNA) | RFQ No. 18‐02‐01 <br /> <br /> <br /> <br />Aptim Environmental & Infrastructure, Inc. <br />17 <br />01C032018D <br /> <br />impacts to natural resources, such as seagrass, our biologists will monitor the mitigation to document the <br />functional success of offsetting those impacts. <br />Some projects may not have permit‐required post‐construction surveys, but the City might choose to <br />develop a regular underwater inspection program for your existing and future waterfront structures. <br />APTIM can assist in the development and implementation such a program which can extend the service <br />life of existing structures and facilitate the City 's budgeting for the repair and replacement of this <br />infrastructure. <br />Funding Assistance <br />Projects along the City’s shoreline and adjacent inlets have been funded by multiple sources including the <br />Federal Government (through the USACE), the State of Florida (through the FDEP), Miami‐Dade County, <br />the Florida Inland Navigation District (FIND), and the City itself. We recommend that the City continue this <br />approach of open communication and coordination with these public entities. APTIM has experience in <br />tracking these various funding sources for a variety of clients as well as additional funding options. <br />While not typical for smaller‐scale waterfront structures, obtaining funding for a project from the Federal <br />government is the most complicated and time‐consuming process of the potential funding authorities <br />listed above. However, Federal funding can be significant. APTIM can monitor, review, and apply on the <br />City’s behalf for any applicable funding available through the USACE. <br />The State of Florida provides funding for waterfront projects through the Beach Management Funding <br />Assistance (BMFA) Program, FWC Florida Boating Improvement Plan, FWC Boating Infrastructure Grant <br />Program, RESTORE act, and other similar marine‐related grant programs. APTIM can provide the data <br />needed to support funding requests on behalf of the City, as needed. <br />APTIM has extensive experience APTIM developing storm impact analysis reports to support the securing <br />of FEMA Public Assistance disaster relief funding for our municipal clients. We have successfully obtained <br />Project Worksheets for the City of Deerfield Beach, Manatee County, and Indian River County for <br />damages associated with Hurricane Hermine, Matthew, and Irma. <br /> <br />Project Management <br />APTIM has built its stellar reputation by satisfying the needs of clients throughout the state and the <br />country. The majority of our work comes in the form of indefinite delivery/indefinite quantity (ID/IQ) <br />contracts that require the ability to react to as‐needed task orders that often come concurrently, involve <br />multiple disciplines, and are to be performed in different locations. APTIM’s project management <br />procedures support this profile of service and allow our teams to excel in their work delivery by <br />controlling cost and schedule, while simultaneously enhancing value and quality. <br />Our APTIM Management System (AMS) contains policies, processes, procedures, work instructions, tools <br />and supporting documents describing the way APTIM is to execute work activities. AMS represents <br />APTIM’s best work practices and is continually improving as the company pursues “Excellence in all we <br />Do.” This forms the basis for our Quality Assurance/Quality Control plan as it covers all facets of a project <br />from the proposal stage to final close‐out of the project. <br />While AMS represents APTIM’s baseline methodology for executing business and projects, we recognize <br />that each project is unique according to the dictates of the contract and task specifics.
