Hence, proposals should be initially submitted on the most <br /> complete and favorable terms which contractors are capable of offering to the City. <br /> <br /> The Evaluation Committee may conduct discussions with any Contractor who submits an <br /> acceptable or potentially acceptable proposal. Contractors shall be accorded fair and equal <br /> treatment with respect to any opportunity for discussion and revision of proposals. The <br /> Evaluation Committee reserves the right to request the Contractor to provide additional <br /> information during this process. <br /> <br />4.5 RIGHT TO REJECT PROPOSALS <br /> <br />To the extent permitted by applicable state and federal laws and regulations, City reserves <br />the right to reject any and all Proposals, to waive any and all informalities not involving <br />price, time or changes in the work, and to disregard all nonconforming, non -responsive, <br />unbalanced or conditional Proposals. Proposals will be considered irregular and may be <br />rejected if they show serious omissions, alterations in form, add itions not called for, <br />conditions, unauthorized alterations, or irregularities of any kind. <br /> <br />City reserves the right to reject any Proposal if City believes that it would not be in its best <br />interest to make an award to a particular Contractor, either because the Proposal is not <br />responsive, the Contractor is unqualified, of doubtful financial ability, or fails to meet any <br />other pertinent criteria established by City within the scope of this solicitation. <br /> <br /> <br />END OF SECTION <br />
