<br /> Once accepted, the Contractor's M&S Plan will provide the baseline for tracking the Work and
<br /> expenditures against the Contract and for evaluating performance in accordance with the Contract
<br /> Documents.
<br /> 2.37 ANNUAL EXECUTION PLAN
<br /> The Annual Execution Plan ("AEP") must include a breakdown of the Work to be performed on a
<br /> monthly basis by Task and Site, and must also include a breakdown of the labor force and
<br /> equipment to be used on a monthly basis. The Contractor must reflect in the AEP when the annual
<br /> planting change-outs, pruning, mowing, fertilization, mulching, tree and palm maintenance,
<br /> irrigation maintenance, etc. will occur. The AEP must also reflect a budget estimate for each
<br /> month.
<br /> The initial AEP must be submitted within fourteen (14) days of execution of the Contract. Each
<br /> subsequent AEP must be submitted one month prior to the start of the new Contract year. Any
<br /> revisions to the AEP must be subject to the prior written acceptance of the Project Manager.
<br /> 2.38 QUALITY CONTROL PLAN
<br /> Within fourteen (14) days of the execution of the Contract, the Contractor must submit a Quality
<br /> Control Plan ("QCP") to the Project Manager(s) for review and acceptance. The rationale
<br /> underpinning the QCP is that the Contractor is responsible for Quality Control. All methods,
<br /> procedures, and forms must support this rationale. The QCP must clearly identify how the
<br /> Contractor will monitor its own Work to ensure that the Work is performed and meets the
<br /> Performance Standards established in the Contract. The QCP must provide for the inspection and
<br /> assessment of the quality and progress of the Work at each Site where Work is being performed.
<br /> The QCP must be designed to keep the Contractor's management and the City informed of all
<br /> issues affecting quality, to include timely and effective corrective action for all deficiencies. These
<br /> inspections must be in addition to the requirement for daily supervision. The QCP records must,
<br /> in part, consist of checklists of inspections and must indicate the nature, frequency and number of
<br /> observations made, number and type of deficiencies found, and the nature of corrective action
<br /> taken as appropriate. At a minimum the QCP must address the following:
<br /> • An inspection system that is tailored to the different Tasks and Sites covered under the
<br /> Performance Standards and Technical Specifications;
<br /> • A system for identifying and correcting deficiencies in the quality of the Work before the
<br /> level of performance becomes unacceptable and/or the Project Manager(s)or Consultant
<br /> independently identify the deficiencies;
<br /> • A system to ensure that the Contractor's employees are notified of deficiencies, that the
<br /> noted deficiencies are corrected (if possible), and that the employees are
<br /> counseled/retrained as necessary to ensure that deficiencies do not recur;
<br /> • A system that provides the Project Manager(s) access to all Contractor documentation,
<br /> reports, and files (to include any forms on which quality control inspections are
<br /> documented) with respect to Contractor quality control inspections and any corrective
<br /> action taken;
