As requested by the City, we will provide a debris management <br /> "hot line" to respond to the public on debris related issues. <br /> IFinancial Recovery/ Understanding of FEMA, FHWA and FDEM Guidelines <br /> Having worked on debris management and Public Assistance projects, we are thoroughly <br /> I familiar with the requirements and guidelines of the Federal Emergency Management Agency <br /> (FEMA), Federal Highway Administration (FHWA) and FDEM. We have a track record of full <br /> FEMA, FHWA and state reimbursement On projects we have monitored. We will work with City to <br /> Idevelop a strategy to maximize early reimbursement of project costs.We will coordinate <br /> meetings with FEMA Public Assistance (PA) staff early in the project and focus on disaster <br /> specific and guidance and detailed project costs and we will be a resource to City on federal <br /> Irequirements and financial recovery. <br /> Our team is committed to minimizing costs to the City through competitive hourly rates along <br /> I with careful management of working hours. We will work closely with the City in developing <br /> staffing levels to ensure adequate oversight and documentation of the project, while minimizing <br /> costs to the public. We take very seriously the challenge of managing a quick, effect debris <br /> I removal project, while maximizing federal and state reimbursement. We execute a detailed <br /> QA/QC program on every project. <br /> IData Management and Daily Reporting <br /> We enter load ticket and tower log data into a spreadsheet daily with multiple cross checks to <br /> I identify inconsistencies in real time. Accuracy of monitoring data and reporting systems is <br /> critical to.maintain the credibility of the project and receive FEMA reimbursement. Any errors or <br /> inconsistencies.are addressed and corrected right away with monitors, contractors and the City <br /> I as warranted to ensure accurate project data. Our data system was designed to handle large, <br /> complex projects, as well as simple ROW projects. The value.of our system is the ability to <br /> effectively manage numerous data fields on complex projects including individually addressed <br /> I ROE data such as names,'addresses, signed forms, photos, coordinates, inspections, eligibility, <br /> work dates, types of work, types of debris, FEMA visits, follow-up inspection data, etc. <br /> The data management system will generate daily reports to the City as set-up based on its <br /> Iinformation needs. The database will also be used to reconcile process invoices from the <br /> contractor and manage the data from load tickets for accounting and auditing purposes. In <br /> addition, zone maps will be updated to reflect where debris has been collected.we will provide a <br /> Idata management team to reconcile load tickets daily and develop up-to-date, accurate <br /> • information available to the City. We will review contractor pay requests and provide supporting <br /> documentation and make payment recommendations to City based on FEMA, FHWA and FDEM <br /> Ipolicy. <br /> 1 Selection/Permitting Of Temporary Debris Storage & Site Locations <br /> Our team, with the assistance from our team of geologists, will provide technical and permitting <br /> assistance associated with the need to locate Debris Management Sites (DMS).
