® SECTION 8. PROJECT UNDERSTANDING & TECHNICAL APPROACH <br /> DP&O's ability to provide cost-effective disaster recovery services is based on highly experienced <br /> personnel, with decades of experience in responding to hurricanes, tornadoes, floods, fires and ice <br /> storms which bring a wide range of obstacles and debris types and quantities. As part of our client <br /> representation is defining the internal gaps with staff and resources and identifying potential debris <br /> hazards and debris removal obstacles in order to effectively and quickly respond to any type of <br /> disaster. DP&O will tailor an Emergency Operation Procedures (EOPs) and define checklist which <br /> identifies the procedures to aid during transition from response to recovery. <br /> During Hurricane Irma DP&O's proven strategies demonstrated our ability to manage multiple <br /> clients and multiple disaster tasks including debris management tasks simultaneously while <br /> assisting our clients to resolve critical debris hazard issues in addition to mobilizing critical <br /> resources including generators, food, water, & ice, and management/ inventory of donated <br /> recourses. DP&O strategically maintains communications for key management team, staff and <br /> clients in the event of lost internet and cell communications and can mobilize portable satellites, <br /> including voice over IP, to facilitate communications lost. Successful disaster recovery projects <br /> require experienced and proactive management to minimize risk, utilize resources efficiently, and <br /> demonstrate to the public that the project is proceeding quickly, effectively, and with the local <br /> area's best interest in mind. <br /> DP&O couples technology with its experience and knowledge, allowing for our services to be <br /> ® delivered and tracked much more effectively than is standard in the industry and will utilize <br /> the following to ensure "Proven Strategy and Federal Compliance" for transparency, seamless <br /> tracking of critical data, debris removal monitoring, project management tracking, and DAC <br /> accountability: <br /> Our expert group provides the following for proven successful track records, of providing State <br /> level, FEMA Public Assistance program management and Recovery services: <br /> 8.1 DP&O Personnel <br /> DP&O will secure, at its expense, all necessary personnel required to perform the services under <br /> the City's RFP No. 18-04-03. DP&O's personnel will not be employees of or have any contractual <br /> relationship with the City or the City's DMC. <br /> DP&O has a professional staff with the knowledge, skills and training to monitor the disaster <br /> recovery process efficiently and effectively. Extensive knowledge of FEMA, FHWA, NRCS, <br /> FDOT, FDEP, FFWC and other applicable Federal, State or local agency laws, regulations and <br /> policies is required. <br /> DP&O's debris process and methodology including DP&O's Disaster Claims Management <br /> System (DCMS) adheres to debris removal documentation as required by FHWA and FEMA. <br /> DP&O's DCMS system ensures all recovery cost debris removal monitoring operations are fully <br /> documented and accounted for to ensure compliant with federal disaster reimbursement <br /> Disaster Program & Operations, Inc.
