410 • DP&O conducts periodic scheduling and meetings with field staff and contractors as <br /> necessary to ensure the smooth and efficient progress of debris removal and to highlight <br /> areas in which problems and issues have arisen so that appropriate corrective action is <br /> implemented. <br /> • Comprehensive review, reconciliation, and validation of debris removal contractor(s) <br /> invoices prior to submission to the City for processing along with all debris removal <br /> reconciliation records. <br /> • Documenting all leaners, hangers and stumps before, and during removal. <br /> • Selection and permitting of TDMS locations and any other permitting/regulatory issues <br /> as necessary. <br /> • Scheduling work for emergency team members, staff and contractors <br /> • Hiring, scheduling, and managing field monitoring staff and or training staff for <br /> monitoring. <br /> • Monitoring/Managing recovery contractor operations and making/implementing <br /> recommendations to improve efficiency and speed up recovery work. <br /> • Assisting the City with responding to public concerns. <br /> • Analysis of Debris Recovery Operations and providing daily status reports. <br /> • Certifying contractor vehicles for debris removal using methodology and documentation <br /> practices appropriate for contract monitoring. <br /> • Comprehensive review, reconciliation, and validation of debris removal contractor(s) <br /> invoices prior to submission to the Citys for processing along with all debris removal <br /> reconciliation records <br /> • Tracking/Entering load tickets into a database application with GPS coordinates per <br /> FEMA requirements. <br /> • Digitization of source documentation (load tickets...); Development of maps, GIS <br /> applications, etc. as necessary. <br /> • Development of Operational reports to keep the City informed of work progress. <br /> • Documenting all leaners, hangers and stumps before, and during removal. <br /> 8.10.3 Collection Monitoring & FEMA Compliance <br /> DP&O will continuously monitor activities of the debris removal contractor and its field staff to <br /> ensure ongoing compliance with applicable rules, regulations, policies, and guidelines of FEMA, <br /> FHWA, NCRS, and any other applicable federal, state, and local agencies at the time of the <br /> debris-generating event. DP&O,based on its intimate familiarity with the FEMA Debris Removal <br /> and Debris Management guidelines as well as the FEMA Public Assistance Program Guidelines, <br /> 411 including the"New Model" PA Program recently announced,will ensure that activities conducted <br /> in Category A, Debris for Miami Dade City will meet the eligibility for reimbursement by FEMA. <br /> Disaster Program & Operations, Inc.
