I CROWDER CrowderGulf <br /> UL RFP Disaster Debris Management and Disposal Services 18-04-02 <br /> City of Sunny Isles Beach, FL <br /> Communications/Mobile Command Center <br /> Should disaster conditions warrant the need, CrowderGulf may establish a self-sufficient Mobile Command Center, with full <br /> communications capability, in the disaster area and dedicate it solely to the recovery effort. If needed or requested, our <br /> Command Center will be provided to the City to serve in the field as its command unit. <br /> l The Command Center,or field office/s,will be set up within 24-48 hours after activation. Local citizens will be employed and trained <br /> to work in the field office under experienced CrowderGulf management supervision. Local employees are always an asset to the <br /> response and recovery operation. Their knowledge of the area and its people is invaluable to CrowderGulfs overall operations. <br /> 1 Each Command Center has two gas powered generators that supply power `N i- <br /> for the following: • <br /> • Multiple work stations with LCD computer/TV monitors,witha' <br />.11 copier/fax/scanner capability GULF <br /> • A conference room with a large table and a 42" plasma monitor/TV i _ k� �..M�,�• r <br /> • Two satellite TV receivers t` • - .� j• `— <br /> • VSAT for broadband internet and VoIP lines <br /> CrowderGulfs management team, all supervisory personnel,and crew foremen will use company radios,digital radio/telephones, <br /> and/or cellular phones. All drivers and subcontractor supervisory personnel will be required to have radios and/or telephones in <br /> their vehicles. Upon request,we will furnish key City personnel with our system radios. <br /> Operational Support <br /> CrowderGulfs main office will serve as headquarters for"back-office"operational support and documentation center. Throughout <br /> the project, this office will support field operations on all levels and maintain backup files and records for reimbursement. <br /> Sample Mobilization Parameters <br /> Below are CrowderGulfs anticipated mobilization timelines for debris removal work. In most post-disaster situations,CrowderGulf <br /> has been able to meet these obligations. Should extraordinary circumstances prevail, such as those after the 2017 hurricanes, <br /> timelines may have to be adjusted slightly in the beginning of the operation. However, CrowderGulf has never failed to meet the <br /> end timelines for completing all projects and remain committed to meeting all timelines. <br /> • Contacting the City's Emergency Operations Manager 48-72 hours prior to a predicted disaster event. <br /> a? Providing an advance CrowderGulf representative to the City's Emergency Operations Center 24-48 hours prior to a predicted <br /> disaster event or upon receiving notification of pending activation, if requested. <br /> • .Staging personnel and equipment in close proximity to the City to provide rapid deployment after the storm, while protecting <br /> those assets from damage/destruction by the event. <br /> • Mobilizing resources and being operational for clearing debris and opening critical routes("PUSH")within 24-48 hours of NTP <br /> if requested by the City. <br /> Dj • Being fully operational for hauling, sorting, and storing of debris within 48 hours of initial NTP. <br /> • Being fully operational for reduction and disposal of debris within 72 hours of initial NTP. <br /> • Maintaining full operational capability, 24 hours per day, 7 days per week for an extended period of time. <br /> • Being able to clear all debris from all City maintained streets,roads and highway rights-of-way within 90 days from initial NTP. <br /> • Rapidly adjusting the flow of resources based on the extent and magnitude of damage/debris. <br /> • Providing Rapid Response Crews(RRC) as may be required. <br /> D • Being able to complete the entire debris management process from initial clearance through final disposal within 180 <br /> days from initial NTP <br /> a <br /> a <br /> 59 <br />
