I <br /> PROJECT UNDERSTANDING AND TECHNICAL APPROACH <br /> THE PRIMARY MISSION OF DRC EMERGENCY SERVICES,LLC IS TO PROVIDE A PROFESSIONAL,HONEST AND <br /> IMMEDIATE RESPONSE TO NATURAL AND MAN-MADE DISASTERS. <br /> I <br /> One of the primary missions of any government agency is to protect lives; minimize the loss or degradation of <br /> resources; and continue, sustain, and restore operational capability after a disaster strikes in its area of <br /> responsibility. DRC Emergency Services,LLC by comprehensive planning support,along with vigorous training,can <br /> help local government reach a level of readiness that will allow the government to address these contingencies with <br /> confidence. We are committed to helping our clients understand the principals and all hazard aspects of Emergency <br /> Management.One of the basic principles of emergency management is that we can and should prepare for the hazard <br /> before it occurs and by doing so we are better postured to respond after the disaster-triggering event occurs. <br /> PR EPAR E <br /> Preparedness involves marshaling the resources needed to respond effectively as well as how to respond when an <br /> emergency or disaster occurs. These activities help save lives and minimize damage by preparing people to respond <br /> I appropriately when an emergency is imminent or actually occurs. To respond properly, a jurisdiction must have a <br /> plan for response, trained personnel to respond, and necessary resources with which to respond. DRC can provide <br /> comprehensive employee training for plan implementation. This training may include disaster simulation and <br /> I evaluation,as well as helping the agency modify their Emergency Management Plan (EMP)as needed. Training can <br /> also be used to test various plans such as the Comprehensive Emergency Management Plan,Continuity of Operations <br /> Plans, Field Operations Guides, etc. DRC is committed to providing the best training possible to its clients. Clients <br /> I have made significant investments in equipping their first response units, but if the client, first responders and the <br /> public they serve have not prepared by training,then the investment will not pay off when it is needed most-during <br /> an actual event. <br /> ALERT <br /> When a potential storm arises,DRC personnel monitor the situation and a telephone cascade plan is initiated to alert <br /> the Regional Manager and other relevant personnel(see below).Local and area DRC offices are activated. <br /> 72 hours before impending impact, the Regional Manager makes contact with The City of Sunny Isles Beach to <br /> discuss the maximum response requirements for a 24-hour, 48-hour and 72-hour response window, as well as <br /> potential DMS (if not pre-established in the contract). This information is reported to all vice presidents and senior <br /> project managers. <br /> PERSONNEL <br /> The Vice President(V.P.) is positioned at DRC headquarters. The V.P. directs and supervises all operational aspects <br /> I of DRC and team partners in response to a Task Order. The V.P. serves as the primary contact between DRC and the <br /> client for all contracts and other communication. Upon Task Order,the V.P.initiates all corporate plans in fulfillment <br /> of contract requirements and activates all relevant departments, team partner relationships, subcontract relationships, <br /> I and reservists. The V.P.supervises and directs mobilization of national corporate resources in response to Task Order <br /> until all performance targets are met and serves as corporate "responsible party" until all obligations of the contract <br /> are fulfilled. <br /> 1 DRC's Project/Program Manager are responsible for overall management of day to day operations for a specific <br /> project. His duties primarily exist in the oversight of field operations although he serves as administrator of his <br /> supervisors and office personnel. All field supervisors, crew supervisors, QC managers, safety managers and site <br /> Imangers report to the project manager throughout every day, 7 days per week. The project manager shall hold daily <br /> meetings with staff to discuss all debris mission issues at a central location that is also open to The City of Sunny Isles <br /> Beach.
