I <br /> I RECYCLING OF GLASS AND CERAMICS INTO DURABLE FINES <br /> Bottles, windows, and wall elements may be ground into sand-like fines for structural applications as described <br /> above,and for wetlands restoration and beach renewal. <br /> RECOVERY OF COPPER AND OTHER METALS <br /> Copper wire and other metals may be separated and profitably recycled into new wires, signs, and light-duty <br /> Istructures,as was done by Florida Power and Light after Hurricane Andrew. <br /> PRODUCTION OF BIOFUELS FOR DISTRIBUTED USE <br /> The organic fraction of the debris stream may be pulverized and fashioned into high-BTU pellets, or anaerobically <br /> Idigested into natural gas. The production and sale of refuse-derived energy is economically rewarded because <br /> renewable energy credits may be sold along with the energy produced. While this may involve an out-of-state <br /> company with significant experience in this area, the Subcommittee is mindful that a local project developer should <br /> remain involved. <br /> DEBRIS MANAGEMENT SITE CLOSEOUT <br /> Restoration is conducted during the closing of each DMS. The scope of remediation is determined during operation <br /> and closure, by terms of the land lease (if any), or government directive or task order. Remediation consists of final <br /> removal of all debris (including residual debris),removal and remediation of HTW, abatement of any safety and/or <br /> Ienvironmental concerns (to include environmental testing and/or monitoring,if required), the removal of temporary <br /> structures (including any inspection towers), grading and leveling,removal of roads and fencing, if appropriate, and <br /> potentially grassing or seeding of the site,if required,to documented pre-use condition. <br /> I <br /> DOCUMENTATION AND INSPECTION <br /> A narrative description shall be prepared for each site. Sketches and/or drawings (basic) shall be produced to <br /> illustrate the current condition of the site and its contents,as well as content location. Still photographs or video will <br /> be taken of each site, both ground level and aerial, to additionally illustrate the pre-use condition of the site and its <br /> contents. Environmental Sampling to include: <br /> • Random soil samples, surface and sub-surface, may be taken and sealed in containers for comparison <br /> with post-use samples taken at the time of site closure when possible contamination is evident. <br /> • Prior to sealing these samples, a small portion of each sample will be field tested to determine the <br /> presence of contaminants prior to use of the site. <br /> • On-site and off-site samples will be taken of any water source. <br /> I • Water source samples will be stored and tested using the criteria stated above. <br /> • Samples of both water and soil will be taken in accordance with the above standards after operations have <br /> ended (post use samples). <br /> • Post use samples and pre-use samples will be tested in the Corporate Laboratory and/or another Certified <br /> Laboratory to determine the presence of contaminants. <br /> Should contaminants be identified in the pre-use field test, a determination of whether or not a particular site or area <br /> of a site should be utilized will need to be made by DRC Senior Management and the client representative. Should <br /> contaminants be identified in post use test results that were not present in pre-use test results,remediation of the site <br /> or area of the site will be accomplished in accordance with Federal, State and local regulations as well as current <br /> industry standards. <br /> 1 Storm debris management by DRC is subject to inspection by the governmental contracting entity and/or any Public <br /> Authority in accordance with generally accepted standards, to insure compliance with the contract and applicable <br /> local,state and federal laws.DRC will,at all times,provide the government access to all work sites and disposal areas <br /> and will cooperate completely with Government Inspectors.In addition,authorized representatives and agents of any <br /> participating Federal or state agency are encouraged to inspect all work and materials.
