The contractor's application has been reviewed fpr accuracy and found to be complete and acceptable. if anything, this office feels the Prime Contractor, Hewett-Kier Construction, Inc., has "downplayed" somewhat the importance of-their firm's contribution to the overall success of this project. The following information is provided to further substantiate the significance of Hewett -Kier's accomplishments. from the vet), start of this construction project, the philosophy of a Government-Contractor "Team" approach was emphasized by the Contracting Officer to all parties involved. Hewett - Kier took this charge seriously and from the very beginning acted as a full partner in bringing this highly complicated, "short fuse" Construction Project to completion on schedule in time for the arrival of the 1995 hurricane season. One example of the contractor's "proactive" involvement in this project that was not mentioned in their application was when their mechanical sub-contractor missed some very important cnuineering shop drawing submission dates. Hewett -Kier moved quickly to determine the cause of the sub's nonresponsiveness and elected to replaced them with to maintain the construction schedule.. This rapid decision proved very important to getting the essential heating, ventilation and air conditioning (HVAC) portion of the project back on track. This office feels that without the full cooperation and active participation as a"team" member by Hewett - Kier Construction, this vitally important (public safety) project, might have easily missed l:,cine ready for the 1995 Hurricane season, and as everyone is probably aware, the 1995 Hurricane season proved to be one of the most "active" in the history of record keeping. In Iiuht of the medley of"challenges" faced (short time frame, construction changes, weather, subcontractor problems, etc.) and ultimately resolved, the successful, on-time completion of this. project by Hewett - Kier Construction, inc., was an outstanding accomplishment and worthy of recounition.
