Exhibit "A": "Scope of Services" <br /> The City applied for and received a matching grant from the Miami-Dade Transportation <br /> Planning Organization to study the feasibility of planning for a pedestrian park overpass <br /> over Collins Avenue at 174th Street. This elevated pedestrian park overpass was <br /> recommended as a high priority project in the City's 2016 Transportation Master Plan (p. <br /> 94). <br /> The scope of this conceptual design study is to undertake the research, data collection, <br /> planning and conceptual design(illustration)efforts necessary for potential pedestrian and <br /> vehicular improvements into and through Collins Avenue at 174th Street. This intersection has <br /> a high volume of both pedestrians and vehicles and lacks the improvements to allow for a <br /> safe and efficient movement of pedestrians and vehicles. <br /> The study will focus on the background data showing the necessity for an elevated, <br /> alternative pedestrian route between the east and west sides of Collins Avenue and <br /> providing for conceptual ideas for a usable, ADA accessible, appealing and well-designed <br /> park overpass for pedestrians. <br /> Task I—Project Team Meetings and Coordination <br /> 1. After the Notice to Proceed is issued the City and/or Consultant will schedule a kick-off <br /> meeting to refine the scope, schedule and project parameters. During this meeting the <br /> formation of the Study Advisory Committee(SAC)will be discussed. The SAC members <br /> will include representatives from: FDOT, Miami-Dade County Department of <br /> Transportation & Public Works, Miami-Dade Transportation Planning Organization and <br /> the City. It is contemplated that a total of three (3) SAC meetings will be held. <br /> 2. A site visit will be scheduled which will be separate from the above meetings. Consultant <br /> staff from all disciplines (Planning, Transportation Planning, Landscape <br /> Architectural/Design)that will be involved will attend in addition to any SAC members <br /> and City staff. This will provide insight to the unique issues and challenges of a <br /> pedestrian park overpass. <br /> Deliverable: Meeting minutes <br /> Task II—Data Collection (Existing Conditions) <br /> 1. Traffic Data Collection-CGA traffic engineers will collect traffic data if not available form <br /> FDOT for use in completing the Pedestrian Park Overpass Feasibility Study.
