weekday(Tuesday, Wednesday or Thursday) and one weekend day (Saturday or <br /> Sunday). <br /> CGA will collect peak hour manual turning movement counts during the peak two hours in <br /> the morning and afternoon for one weekday (Tuesday, Wednesday or Thursday) and one <br /> weekend day(Saturday or Sunday)at the intersection of SR AlA/Collins Avenue and <br /> 174th Street. <br /> CGA will collect pedestrian crossing counts at three identified zones which include the <br /> intersection of 174th Street and SR AlA/Collins Avenue, a portion of Collins Avenue just <br /> north of the intersection to the midblock pedestrian signal near Pinnacle and a portion of <br /> Collins Avenue just south of the intersection to the existing transit stops north of 172nd <br /> Street. The pedestrian counts will be collected for the top 8 hours based on the existing <br /> transit ridership data(per MDT farebox information)on a weekday and weekend. <br /> 2. Safety Review/Crash Analysis-CGA will collect the most recent five years of crash data <br /> from Signal Four Analytics along Collins Avenue from the pedestrian signal on SR <br /> AlA/Collins Avenue near Pinnacle Condominiums to the existing transit stops just north of <br /> 172nd Street including the intersection of 174th Street. This data will supplement the <br /> crash/safety FDOT study data with existing police records for 2016 and 2017. CGA will <br /> evaluate the existing crash data to determine any pertinent crash patterns along the <br /> corridor. The City of Sunny Isles Beach will provide any additional crash data from the <br /> local police department and FDOT Crash Analysis (completed August 2018). <br /> 3. Traffic Analysis-CGA will evaluate the traffic operations of the existing traffic signal at <br /> 174th Street and SR AlA/Collins Avenue during the AM and PM peak periods for a <br /> weekday and weekend. This analysis will be done in Synchro 10 software. CGA will <br /> evaluate future traffic operations based on the feasibility review of allowing U-turns for <br /> northbound vehicles traveling on SR AlA/Collins Avenue at 174th Street. This task will <br /> be based on the most current state and/or county data. <br /> 4. Utilize a survey along with the final set of construction plans for Samson Oceanfront Park <br /> to be incorporated into the architectural base plan to ensure all conceptual design <br /> considerations are factored in for a seamless result. <br /> 5. Obtain existing surveys for both Samson Oceanfront Park and the southwest corner of <br /> 174th Street and Collins Avenue to include the review of such items as sidewalks, edge of <br /> pavement, pavement striping,pavers, walls,concrete, pedestrian crosswalks, curbing, and <br /> visible above ground utilities.Visible above ground utilities refer to the visible structures <br /> (e.g., manholes,valve boxes, inlets,etc.)typically associated with storm drainage, sanitary <br /> sewer, potable water, electric, gas,telephone and cable television. <br /> SAC#1 —Project Introduction Meeting <br /> Deliverable:Summary of initial finding. <br /> Page 14 <br /> Interlocal Agreement Sunny Isles Beach 174th St Pedestrian Bridge Planning Study FY 2019 <br />
