do this by imposing certain construction restrictions related to maintenance of traffic and services,
preservation of landscaping and structures, hours of operation, and community communication.

We understand that the goal of the project is to convert overhead electric and telecommunication lines to
an underground conduit system throughout the City of Sunny Isles Beach (City). Other components of the
project are decorative street lighting, various street-scape improvements, and drainage improvements to
complement upgrades to the storm water pump station currently underway. The project budget has been
estimated at approximately $7.2 million, with completion in 2022. This City-wide utility conversion project
will require a joint effort among the City, FPL, AT&T and Comcast to accomplish the City’s goal of removing
all overhead utilities.

The project team will:

• perform a survey of the project limits
• prepare base maps for the utility companies’ use during their design
• coordinate with the affected utilities
• prepare a preliminary design for conduit, street lighting, landscaping, and drainage
• identify and assist the City in securing the necessary easements for facilities outside the current right-
of-way (we understand that the City will perform the individual outreach to secure easements)
• prepare the final utility conduit, street lighting, landscaping, drainage design, and utility adjustments
• prepare final bid and contract documents
• prepare regulatory permit application packages and assist the City in obtaining the permits required
• provide assistance to the City for the bidding process
• provide construction-related services such as construction administration, submittal review,
construction observation, and certification
• assist the City in public outreach throughout the project, including an education campaign, and
information during construction

PROJECT APPROACH

We have assembled a team of professionals with the right mix of expertise and availability to meet the
City’s goals. Utilizing the experiences gained from previous successful utility undergrounding projects for
other municipalities, our team will meet the City’s expectations of delivering a product to the residents
that improves the appearance of the streets, improves the resilience and reliability of the utilities, and
minimizes disruption and inconvenience, particularly during the winter
season. To accomplish this, we will approach the project with a well-
conceived and proven process that includes the following:

Surveying and Base Maps
We will begin the project with an efficient surveying effort. The initial
survey effort will rely on publicly available aerial photography with property
records to prepare preliminary base maps. The aerial images will show the
roads, sidewalks, and limited surface features as well as estimated locations
By using available records, we
will be able to save a
substantial amount of time
and money to prepare the
preliminary base maps and we
will be able to initiate the
design process more quickly.
