10.1F01F (03/30/10) August 31, 2018 City Clerk Sunny Isles Beach Government Center 18070 Collins Avenue Sunny Isles Beach, Florida 33160 SUBJECT: Cover Letter and Executive Summary RFQ No. 18-08-01 Consulting Engineering Services for Golden Shores Utility Undergrounding and Roadway Improvements (CCNA) Dear Selection Committee Member: The City of Sunny Isles Beach is known for the residents that comprise the community, residents who enjoy water sports, comfortable and safe homes, and an exciting and beautiful community. Part of the safe neighborhoods is reliable power service. However, overhead utility lines are neither beautiful nor reliable. With high property values and therefore high pr operty taxes, the residents and taxpayers expect and deserve a high level of service for their infrastructure system. After the hurricanes of 2004-2005, Florida Power & Light (FPL) is implementing a hardening program to better withstand some of those extreme weather events. Their solution is to replace the current wood poles with larger concrete poles. This solution will make the current view even more unsightly. Therefore, the City would be wise in taking advantage of this opportunity to both harden the utilities and improve the view and service. FPL will offer a 25% reduction in their costs if a large (3 miles or more) project is undertaken. This will allow the City to implement this program at a substantial reduction in cost. Our team has superior experience in designing and managing similar efforts in beachfront communities. We know from experience that this is a complicated effort and that the skills and expertise of a civil engineer with knowledge of roadways, utilities, electrical engineering, h eavy construction, and managing a team of professionals as well as a construction project is critical to achieving the City’s goals. Our Team fulfills these requirements, and we are available and enthusiastic about undertaking this project for the City. Project Understanding We understand that the goal of this project within the Golden Shores community is to convert overhead electric and telecommunication lines to an underground conduit system from North Bay Road to Atlantic Boulevard and from 185th Street to 191st. Other components of the project are decorative street lighting, various street-scape improvements, and drainage improvements to complement upgrades to the storm water pump station currently underway.
