BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size and cost) <br /> <br />Erdman Anthony was on the peer review team to assist the Town of Palm Beach in performing an independent, <br />technical peer review of the Town Wide Undergrounding of Utilities Mater Plan that was completed by another firm. <br />As part of this effort, we investigated a specific set of charge questions that the Town has developed. This was <br />accomplished by reviewing the Master Plan documents, analyzing the project’s approach and design, scheduling, <br />sequencing, phasing, and cost estimates. The peer review team included other subject matter experts including a <br />finance consultant and an electrical engineer: Anthony Hansen from Patterson and Dewar Engineers, Inc. <br /> <br />Our work began with a data collection effort that included the construction documents for phase 1, cost estimates, <br />traffic control plans, contractor bids, contractor schedules, and utility (FPL, ATT, CATV) estimates and assumptions. <br />conducting a number of interviews. Another initial step was a kick off meeting with the key stakeholders from the <br />Town, design firm, and contractors. Following our review of the documents provided, interviews were held with select <br />team members including the Town staff, design engineer, contractor, and utility companies. <br />Once all the data was compiled and analyzed, our peer review team developed recommendations which were <br />identified as having a potential impact to the budget, schedule, functionality, or risk and which were tabulated in the <br />following five focus areas: program management and delivery, cost, scheduling and sequencing, planning and <br />engineering design, traffic impacts. We developed a written summary for each finding as well as a recommended <br />action and potential impacts. <br /> <br />Our conclusions were presented to the Town Undergrounding Task Force Committee and the Town Council at public <br />meetings. The Town then decided which elements to adopt and in what manner they would be adopted. The Town of <br />Palm Beach’s project is a large, city-wide undertaking, and our suggestions to improve the program management with <br />a detailed plan, monitoring tools, and reporting were some of the recommendations that the Town seemed the most <br />likely to adopt. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />25.
