Smith & Associates, Inc. <br />Engineers • Surveyors • Subsurface Utility Engineering <br />3D Subsurface Imaging • Utility Coordination <br />Orlando Rubio, P.E., Senior Supervising Engineer, will serve as a Senior Design Engineer. Mr. <br />Rubio is a designer of various surface water management systems with established criteria, <br />engineering principles, and normal construction practices. Mr. Rubio conducts field and <br />office visits with clients, permitting agency staff, and provides other project coordination as <br />necessary. Mr. Rubio worked for Broward County in the Water Resources Division. Mr. Rubio <br />has extensive experience reviewing complex surface water management license <br />applications consisting of administrative and legal data, engineering reports, computer <br />program output and construction plans. Mr. Rubio conducted review in accordance with <br />established criteria, engineering principles, and normal construction practices to produce a <br />written report in a prescribed format. Mr. Rubio coordinated reviews with the SFWMD, FDEP <br />and/or county agencies and the delegation of the Environmental Resource Permitting <br />program for Broward County from SFWMD and FDEP. Mr. Rubio is proficient in ICPR <br />stormwater modeling. <br />Frank Vilar, P.E., Senior Supervising Engineer, will serve as the Lead Design Engineer for this <br />project. Mr. Vilar has 20 years of professional experience managing and designing numerous <br />public and private sector projects throughout South Florida. He has extensive experience in <br />the design of water and wastewater systems, design of storm water management systems, <br />site design and development, permitting through various South Florida regulatory agencies, <br />preparation of contract documents and specifications for bid, construction management, <br />inspections and final project certification services. His project -related experience includes <br />design of water and wastewater improvements for the City of Fort Lauderdale, rehabilitation <br />of lift stations in the cities of Coconut Creek and North Lauderdale, neighborhood <br />improvements for the Westgate CRA, stormwater improvement projects for the Town of <br />Pembroke Park; and work on various land development projects for Seminole Tribe of <br />Florida, Coscan Homes, Indian Trail Improvement District and Waste Management Inc. of <br />Florida. His previous professional experience also includes administering the NPDES <br />Program for the City of Miami. <br />Jim Maguire, Vice President of Client Relations and Development, will serve as the client <br />coordinator and primary liaison. Mr. Maguire has recently provided leadership and <br />communication for public outreach with homeowners neighboring a canal dredging project <br />for Sunshine Water Control District. <br />Robert D. Keener, P.S.M., Vice President of Surveying, has been licensed in the State of <br />Florida for 19 years and with over thirty (30) years of surveying experience in utility and <br />stormwater master planning. As Vice President of the CAS Survey Division, Mr. Keener heads <br />a qualified survey staff that includes both CADD and field personnel. His staff is proficient <br />with the latest survey technology available to the industry including AutoCAD Civi13D <br />2018. Mr. Keener will serve as Principal Surveyor for all surveys and will coordinate all <br />survey activities with various disciplines as needed.
