<br />For your consideration, Craig A. Smith & Associates, Inc. (CAS) is pleased to submit this proposal in response to
<br />your Request for Qualification for Consulting Engineering Services for Golden Shores Utility Undergrounding and
<br />Roadway Improvements (CCNA). Mr. Stephen C. Smith, P.E., Senior Vice President, will serve as the primary
<br />contact and will be assisted by more than 40 professional staff members. The combination of Mr. Smith's thirty
<br />(30) year history and knowledge of south Florida, and his vast experience with the types of services outlined in the
<br />City of Sunny Isles Beach's (city) proposal, will enable CAS to provide successful, timely and cost-effective
<br />services to the city. Since a majority of our projects are grant funded, we are experienced in designing within
<br />budget and on schedule. As Senior Vice President, Mr. Smith commits the firm's professional, technical and
<br />financial resource to achieve the city's goals regarding time and budget. Mr. Smith can be reached at the CAS

<br />Supervising Engineer, has over 27 years of extensive engineering experience in the tri -county area and will serve

<br />CAS was established in 1980. Since then, the firm expanded from its original, technical orientation in municipal
<br />engineering and surveying into a full-service civil engineering practice with specialized expertise in engineering,
<br />surveying & mapping, grants/loan assistance, construction management, utility locates and CAD design &
<br />development. Each technical operating division is under the supervision of a vice president or director.
<br />CAS, as a thirty-eight (38) year old established firm, specializes in civil engineering (water, wastewater and
<br />mechanical), utility locating (SUE) and one call service, surveying, construction management, grant procurement
<br />specialist, computer sciences and finance. CAS has over forty (40) dedicated staff members including seven (7)
<br />Registered Professional Engineers, three (3) engineering interns, a Registered Professional Surveyor, two (2)
<br />ADDA certified drafters, one (1) GIS Specialist, four (4) construction managers and two (2) grant specialists. The
<br />balance of staff includes technical CADD drafting personnel, certified field inspectors, utility locators, as well as
<br />competent administrative, clerical and accounting personnel, to provide the city with the expertise required to
<br />perform the duties requested.
<br />CAS is capable of providing the city with the specialized professional services required for this project including
<br />surveying mapping and utility locates, the design, construction and maintenance of new relocated underground
<br />utilities; roadway and harmonization design, and capital improvement projects.
<br />CAS has the expertise and capability to perform project tasks including programming and preparation of
<br />conceptual and construction designs; preparation of construction contract documents and specifications complying
<br />with the requirements of the authorities having jurisdiction; development of schedules for design and construction;
<br />preparation of estimated quantities, costs and bid forms; construction support services; utility master planning,
