City of Sunny Isles Beach <br />September 4, 2018 <br />Page 2 of 3 <br />reports and analysis for permit compliance with government agencies including but not limited to FDOT, USEPA, <br />FDEP, Miami -Dade County, RER; environmental assessments and testing; grant assistance and writing; project <br />management; evaluation of bids as compared to project budget and response to RFI's. CAS also provides <br />services, such as attending meetings with city staff and presentations to the city commission, and deliverables, <br />such as plans developed on AutoCAD's latest version, copies of a reproducible hard copy and CD of plans in the <br />requested format. <br />In addition to our CAS staff, the following sub -consultants will provide the additional professional disciplines <br />necessary to satisfy the scope of work. The sub -consultants are as follows: Smith Engineering Consultants, Inc. <br />for electrical engineering; MUEngineers, Inc. for structural engineering; James Santiago, Inc. for landscape <br />architecture; Ardaman & Associates, Inc. for geotechnical services; and JAG Florida Ventures, LLC for utility <br />verifications. CAS is a full-service engineering firm and will provide most major services "in-house", such as <br />overall project coordination, survey, utility locating, design, cost estimating, permitting, and bidding assistance, <br />thus allowing for a cost-effective and efficient, streamlined engineering process. The CAS team is composed of <br />quality firms with similar project experience. <br />In addition to the traditional civil engineering and surveying services listed above, CAS brings unique and <br />exclusive 3D underground mapping and utility locating capabilities that can save the city time and money. This <br />state-of-the-art technology is nonintrusive and saves dollars. This capability will allow the city to avoid costly <br />mistakes and disruption of services to residents as a project gets underway and throughout construction. Our 3D <br />technology also ensures CAS' commitment and ability to complete projects on time and within budget. The radar <br />technology minimizes utility conflicts during construction and minimizes change orders. <br />Section C of this RFQ contains CAS' current workload, a staff capability matrix and a corporate project experience <br />list indicating our relationships with municipalities, districts and counties. CAS' current workload will have no <br />impact on us performing the tasks required to complete this RFQ within the city's budget and timeframe. <br />CAS specializes in design, permitting and construction management of infrastructure redevelopment for existing <br />and aged communities within south and central Florida. Similar communities include Town of Golden Beach, City <br />of Sweetwater, and the City of Miami Beach. We service small projects with the same emphasis and commitment <br />to quality as we do the many large projects we have completed. We are client and service oriented. CAS commits <br />to adhering to the terms of the RFQ agreement and will maintain in good standing of all required licenses, <br />certifications and permits required under federal, state and local laws necessary to perform the services. <br />A CAS representative recently visited the Golden Shores neighborhood to perform a comprehensive site <br />inspection regarding the requirements in the city's RFQ. CAS has routinely designed and managed many utility <br />relocation projects including the City of Miami Beach's Palm and Hibiscus Island capital improvement projects, the <br />town of Golden Beach's capital improvement project; and the City of Sunny Isles Beach NE 174th Street roadway <br />and utility project. CAS understands that the keys to success with retrofit projects is to obtain as much information <br />of the existing utilities as possible to prevent conflict delays during construction and the importance of ongoing <br />communication and coordination. CAS understands that the cooperation to complete a successful project involves <br />not only city staff, but utility companies, permitting agencies, contractors and homeowners as well. <br />CAS has a firm understanding of the required scope of work for this RFQ. CAS has been providing these specific <br />types of retrofit projects since 1980 for many municipal governments, special districts, and private developers. <br />CAS currently provides general consulting and civil engineering services as Town Engineer, City Engineer, Village <br />Engineer, District Engineer and County Engineer for numerous governmental agencies including Town of Golden <br />Beach, City of Belle Glade, City of Sweetwater, Village of EI Portal, Town of Pembroke Park, Glades County, <br />Hardee County, Spring Lake Improvement District, and Sunshine Water Control District. <br />Stephen C.
