<br />Mr. Blankenship has more than 20 years of experience with waterfront infrastructure and coastal engineering consulting projects
<br />throughout the U.S., Caribbean, and Central America. Mr. Blankenship has 18 years of experience in Miami-Dade County with civil, coastal,
<br />and waterfront projects. These projects have included above-water and underwater field investigations. He has planned, designed, and
<br />managed the implementation of complex coastal/waterfront projects throughout Miami-Dade County—including Sunny Isles Beach—for
<br />public and private sector clients. He has participated in these projects through the planning, engineering design, and construction
<br />administration working towards implementation. He has extensive experience with civil engineering projects in South Florida. These
<br />projects include paving, grading, and stormwater management systems for streetscape, public parks, and site development projects. The
<br />projects have included right-of-way infrastructure improvements that have incorporated shoreline stabilization, pump station outfalls,
<br />and bulkheads. The projects have also involved environmental regulatory permitting through agencies in Miami-Dade County including
<br />FDEP, Miami-Dade DERM, and the U.S. Army Corps of Engineers.

<br />infrastructure improvements north of 14th Street along West Avenue to Lincoln Road. Ric-Man Construction is the contractor, and Moffatt&
<br />Nichol is subconsultant to the lead designer, CES Consultants. M&N responsibilities include the waterfront structural improvements at the
<br />Lincoln Road street end to accommodate the outfall infrastructure for the 60,000 gpm stormwater pump station. In addition, M&N is
<br />designing and permitting the overwater baywalk that will connect Lincoln Road and the existing baywalk along the waterfront street end
<br />of Lincoln Terrace.
