Key topics included strategies to improve pedestrian character, quality and connectivity of public space, streets and <br />planning to make the Underline an integral part of the city. The overlay will provide incentives for small and medium-scale <br />development, to encourage sustainable, controlled growth, small business development, an active residential population, and <br />beautiful streets and public spaces. The Overlay was developed through community input and close collaboration with the <br />Business Improvement District of Coral Gables. <br />
