James R. Orth, P.E., Vice President of Engineering. Mr. Orth has extensive construction management experience in water distribution, wastewater collection, stormwater management and road system improvements. Mr. Orth has designed and managed all aspects of the design and construction of land development and municipal projects which included water distribution, wastewater collection, stormwater management and road systems. These projects varied in size and complexity from single use to projects of developmental impacts. Mr. Orth has also functioned as contracted City and County Engineer performing site plan reviews and reviews of plans, contract documents and specifications prepared by third party consultants. Mr. Orth managed the detailed plan preparation, permitting and development of several of the individual residential neighborhoods for the Walnut Creek Subdivision and CDD in the City of Pembroke Pines. Each of the neighborhood development phases focused on the development of residential lots along with the associated infrastructure (roads, water distribution, wastewater collection and drainage) design. In conjunction with this development were turn lane and roadway improvements required for the surrounding city and county roadways. Tony Gomes is a Senior Field Representative. Mr. Gomes has over 35 years experience and provides assistance to the Project Engineer for the inspection of work accomplished and materials furnished by contractors, with specialized expertise in utility pipeline (water and wastewater), roadway, drainage and bridge construction. William Tanto is a Project/Field Utility Coordinator. Mr. Tanto provides assistance to the Project Engineer for the inspection of work accomplished and materials furnished by the contractor with specialized expertise in utility pipeline (water and wastewater), roadway, drainage and bridge construction. UTILITY LOCATES: James F. Driscoll is the Director of Subsurface Utility Engineering (SUE). Mr. Driscoll has over 25 years of experience in the engineering, survey and utility locates fields. Mr. Driscoll coordinates the utility locate crews that perform horizontal locates as well as vertical utility locating using both vacuum pothole excavation, electromagnetic induction (EM) for toned utilities, 2-D ground penetrating radar (GPR) and 3-D scanning (radar tomography). Raul Carbonell is the Utility Locates (SUE) Field Supervisor. Mr. Carbonell has over 14 years of experience in the survey, utility locating and utility construction fields. He has performed or overseen in excess of 5,000 vacuum soft digs and conducted thousands of 2-D ground penetrating radar studies and 3-D radar tomography scannings for buried utility mapping efforts. Bailey Engineering Consultants, Inc. is a multi -disciplined consulting engineering firm specializing in electrical, instrumentation and SCADA system designs for Water, Wastewater and Stormwater projects. They provide consulting engineering services to the public and private sectors with preferential services for municipal and governmental clients.
