INFORMATION <br />Engineers • Surveyors • Subsurface Utility Engineering PERSONNEL ' • <br />3D Subsurface Imaging • Utility Coordination <br />management and road system improvement projects. Mr. Orth has designed and managed all aspects <br />of the design and construction of land development and municipal projects which included water <br />distribution, wastewater collection, stormwater management and road systems. These projects varied <br />in size and complexity from single use to projects of developmental impacts. Mr. Orth has also <br />functioned as contracted City and County Engineer performing site plan reviews and reviews of plans, <br />contract documents and specifications prepared by third party consultants. Mr. Orth managed the <br />detailed plan preparation, permitting and development of several of the individual residential <br />neighborhoods for the Walnut Creek Subdivision and CDD in the City of Pembroke Pines. Each of the <br />neighborhood development phases focused on the development of residential lots along with the <br />associated infrastructure (roads, water distribution, wastewater collection and drainage) design. In <br />conjunction with this development were turn lane and roadway improvements required for the <br />surrounding city and county roadways. <br />William H. Landis, P.E., Senior Supervising Engineer, is a mechanical engineer with over fifty (50) years <br />of experience (38 years in Florida) working with process pumping, piping, air handling, material <br />conveyance and controls for treatment plants and pump stations. Mr. Landis has worked with CAS <br />since 1980 is responsible for the design and operations of municipal water and wastewater utility <br />systems as well as stormwater systems and pump station design projects. Specific areas of expertise <br />include stormwater/water/sewer modeling and analysis, water and wastewater instrumentation and <br />controls, water and wastewater pipeline design, wastewater and stormwater pump station <br />instrumentation and controls, utility financing, rate studies, and facility planning. He has participated in <br />and directed most of the firm's sewer and stormwater rehabilitation projects, to date. Mr. Landis is also <br />responsible for utility system computer analysis and modeling, developing rate structures, rates and <br />charges for utility systems, preparing developer agreements, utility acquisitions, utility atlas <br />development, network analysis, utility rehabilitation, utility financing and all aspects of utility design and <br />general utility consulting work. <br />Orlando A. Rubio, P.E., Senior Supervising Engineer, has over 29 years of experience and specializes <br />as a design engineer of moderate to complex surface water management systems. Mr. Rubio started <br />off his career in the regulatory sector with the SFWMD and Broward County. When employed with <br />Broward County's Water Resources Division, he coordinated project reviews with SFWMD, FDEP <br />and/or county agencies and headed the delegation of the Environmental Resource Permitting <br />program to Broward County. Mr. Rubio has extensive experience in stormwater modeling of moderate <br />to large scale systems using advanced stormwater modeling software such as ICPR and HEC -RAS and <br />has extensive experience with the design of stormwater retrofit projects. In addition, he has also <br />developed stormwater master plans for municipal clients and has successfully designed and <br />permitted the recommended improvements from those master plans which many included <br />construction of new or rehabilitation of existing stormwater pump stations. All projects were designed <br />in accordance with established criteria and engineering principals. Mr. Rubio has extensive experience <br />in the permitting process with SFWMD, FDEP and local (Miami -Dade) regulatory agencies. <br />SURVEY: <br />Robert D. Keener, PS.M., Vice President of Surveying, has been licensed in the State of Florida for 18 <br />years and with over 30 years of surveying experience for utility (water and wastewater) and <br />stormwater design and master planning. As Vice President of the CAS Survey Division, Mr. Keener <br />heads a qualified survey staff that includes both CADD and field personnel (three survey crews).
