Smith & Associates, Inc. (CAS) is pleased to submit this proposal in response to your <br />Request for Qualifications for Consulting Engineering Services for Golden Shores Pump Station Rehabilitation. <br />Executive Summary <br />CAS is a 38 -year established Civil/Utility Engineering, Utility Locating, Surveying, and Construction Management firm <br />located at 21045 Commercial Trail Boca Raton, Palm Beach County, Florida. CAS has 40 dedicated staff members <br />consisting of six (6) Registered Professional Engineers, a Registered Professional Surveyor, two (2) ADDA Certified <br />Drafters, one (1) GIS Specialist and the balance of staff including technical CADD drafting personnel, certified field <br />inspectors, utility locators, as well as exceptional administrative, clerical and accounting personnel, to provide the City <br />with the expertise required to perform duties requested for engineering services, including survey, design, bidding <br />assistance, construction management and inspections, utility locates, hydrogeological and other stormwater consulting <br />engineering services as needed. CAS understands the scope of work requested by the city and has extensive <br />experience in performing such duties. CAS specializes in serving South Florida municipal governments and understands <br />the unique needs of such communities. We are a client -oriented firm and our emphasis is on providing exemplar service. <br />CAS has been providing professional engineering services for stormwater system and roadway improvements <br />to the City of Sunny Isles Beach since 2013 and shall commit to continue to provide our technical, professional <br />and financial resources to the city. <br />Understanding Scope of Work <br />CAS attended the scheduled site visit on November 30, 2018 of the Golden Shores Stormwater Pump and inspected the <br />facility. It is our understanding that the city is interested in assessing the performance of the pump station and providing <br />rehabilitation to ensure continued optimal operation of the pump station. More specifically the scope of services <br />include but are not limited to installation of a remote telemetry unit, electrical upgrades, pump, pipe, valve <br />inspection and upgrades as necessary, well integrity testing and hydraulic analysis of the associated drainage <br />system. In addition, the city is interested in replacing/relocating the existing emergency generator outside the <br />existing structure or possibly providing other non -confined space access for the electrical controls and <br />generator. CAS is experienced in the rehabilitation of similar stormwater pump stations in the Tri -County area. We <br />highly value the City of Sunny Isles as a client and look forward to continuing to serve the city with the utmost quality, <br />cost effectiveness and expeditious service. CAS's knowledge of the city's drainage system along with experience with <br />other similar cities will benefit the City of Sunny Isles in this project. <br />General Approach & Methodology <br />We provide long term relationship -based engineering services to our clients. Our philosophy is to work with the city's <br />staff to provide the best possible services and solutions to complete the project cost-effectively and within the city's <br />budget and schedule. CAS has a team approach with making the city's staff an integral part of that team. The <br />rehabilitation project will be developed in the most cost-effective manner to achieve successful satisfactory results. The <br />CAS philosophy utilizes a phased approach towards assisting the city in problem solving and for implementation of a <br />cost effective and timely project completion. Our general project approach incorporates five phases consisting of the <br />following: PHASE I - PROJECT DEVELOPMENT & PLANNING (PRE -DESIGN), PHASE II - SURVEY & <br />ENGINEERING DESIGN, PHASE III - FINAL ENGINEERING DESIGN & BIDDING, PHASE IV - CONSTRUCTION and <br />PHASE V - TESTING, START-UP & PROJECT CLOSE-OUT.
