Russo, City Manager <br />FROM: Bill Evans, Assistant City Manager <br />Helen Gray, PE, City Engineer <br />DATE: 4/18/2013 <br />RE: A Resolution Authorizing the City Manager to Utilize General <br />Consulting Firms on an Approved List to Provide Professional <br />Engineering and Surveying Service for Various Citywide <br />Projects <br />RECOMMENDATION: <br />We recommend City Commission approve the resolution. <br />REASONS: <br />Current City policy limits the amount of payments to a single vendor in a single <br />fiscal year that can be approved administratively by the City Manager to $25,000 <br />in aggregate. Once this limit is reached, all purchases must be presented to City <br />Commission for approval including ratification of funds expended on previously <br />approved work, materials, or services. In order to implement either capital or <br />repair and maintenance projects, the City processed an RFQ for professional <br />consulting services for companies to perform professional engineering, land <br />surveying, architectural and landscape architectural services. Four firms were <br />selected and subsequently approved by City Commission to perform related <br />services and include Calvin, Giordano & Associates, Bermello Ajamil & Partners, <br />Inc., RJ Behar & Company Inc. and CES Consultants, Inc. We have found that <br />current City policy may result in delays to projects or portions of projects pending <br />formal Commission approval of various professional services contracts; the delay <br />could be as much as six weeks.
