<br />Mr. Fabregas has over 37 years of experience in the design and construction of large -scale civil engineering and
<br />transportation projects. His background in construction has included several design build projects giving him an
<br />exceptional background. In addition he has been heavily involved in the area of drainage design for transportation
<br />projects. He has an indepth knowledge of permitting requirements under SFWMD and SJRWMD permit criteria and has
<br />utilizing various software packages as AdICPR, Pond Pack, Flow Master, Culvert Master, WSPRO, HEC -22, TR -55, FDOT
<br />Optional Culvert Estimator and has developed various Hydraulic Design Mothcad and Excel spread sheet programs. Mr.
<br />Fabregas has been providing services to FDOT D-4 Drainage Office as an extension of staff (On Call Basis) for
<br />approximately 5 years addressing drainage issues and developing project designs in Broward, Palm Beach, Martin, St.
<br />Lucie and Indian River Counties. This included development of D-4's Drainage Inquest Database, Drainage Connection
<br />Procedures, Pond Siting Procedures and procedures to address the FDEP New Statewide Stormwater Rule on FDOT
<br />projects.

<br />PROJECT EXPERIENCE
<br />SR 91 NB /SB Bridges over the Rim Ditch Canal, St.
<br />Lucie County, Turnpike Enterprise`
<br />Project Engineer for the drainage evaluation and the
<br />development of two sets of construction plans. The first set
<br />consisted of the replacement of the travel lanes for both bridge
<br />structures. This consisted of the removal and replacement of a
<br />264t strip of bridge deck for each structure along the entire
<br />length of these twin six span bridges. This involved the
<br />development of a unique TCP concept to allow a 13-11 strip by
<br />three spans to be completed in less than six days. The project
<br />also included the replacement of the expansion joints, crack and
<br />spall repairs to the deck and bridge piling. The second set of
<br />plans consisted of the painting of the six span steel girder
<br />structure.
<br />SR 826/SR 836 Interchange Reconstruction Design-Build-
<br />Finance, Miami -Dade County, FDOT District 6 and
<br />Miami -Dade Expressway Authority'
<br />Senior Drainage Engineer for the complex MOT scheme
<br />developed to support the reconstruction of this $560 million,
<br />louraevel interchange in the heart of Miomi-0ade County. The
<br />project includes the reconstruction of approximately 2 miles of
<br />SR 826 from SW 8th Street to NW 25th Street and
<br />approximately 3 miles of SR 836 from NW 87th Avenue to
<br />NW 57th Avenue to provide -5 lanes in each direction along the
<br />mainline plus the introduction of EBCD and WBCD roads along
<br />SR 836. The job includes the construction of 47 new bridges
<br />that include 7 steel bridges, 36 Florida I-beam bridges and 4
<br />segmented bridges Other improvements include retaining walls,
<br />lighting, sound walls, canal relocation, utilities JPA plans,
<br />signalization, new signing and pavement markings, new ITS,
<br />and special aesthetic features.
<br />1-195 (SR 1 12) from 195 to Biscayne Bay, Miami -Dade
<br />County, FDOT District 6'
<br />Drainage Engineer of Record for the widening of 1.75 miles of
<br />interstate roadway to provide safety and operational
<br />improvements. Improvements for this operational safety
<br />improvement project to two miles of this limited access facility
<br />include provisions for a new, exclusive, auxiliary lone along 1-
<br />195 eastbound to North Miami Avenue from T95 northbound,
<br />and a new auxiliary lone from North Miami Avenue along L
<br />195 westbound to 1-95 northbound. The project also involves
<br />replacing median curbs with a median barrier wall, widening
<br />eight bridges, constructing new retaining walls, concrete
<br />pavement rehabilitation, and surface sheet improvements to
<br />north Miami Avenue.
