EDMUNDS <br />& ASSOCIATES <br />Simple. . Solutions. <br />Project Change Control Procedure <br />A Project Change Request (PCR) will be the vehicle for communicating change. <br />• The PCR must describe the rationale for the change and the effect the change will have on the budget, <br />resources and /or timeline. <br />• Both parties must review the proposed changes to determine the impact of such changes on the project <br />schedule, project resources and project costs. The City of Eustis and Edmunds & Associates project <br />managers will determine the effect that the implementation of the PCR will have on price, schedule, <br />resources and other terms and conditions of the Agreement if any. <br />• Upon Agreement of the PCR, Edmunds & Associates will provide a written Services Change Order <br />Request that must be signed by both parties to document changes. A signed Service Order Change <br />request will be considered as an addendum to this Statement of Work. <br />• Commitment and authorization to implement changes will be committed via a Purchase Order Work <br />Authorization (PO WA) alteration or a separate PO WA. <br />Roles and Responsibilities <br />Steering Committee — Responsibilities <br />The steering committee is the project board and consists of the City of Eustis and Edmunds & Associates <br />representatives: <br />• Client Project Sponsor <br />• Client Project Manager <br />• Edmunds & Associates Director of Support Services <br />Make decisions about: <br />• Financial issues <br />• Resource issues <br />• Schedule issues <br />• Priority issues <br />• Exceptions from the project scope (approve change requests) <br />• Approving deliverables <br />• Closing the project <br />City of Eustis Project Sponsor — Role and Responsibilities <br />The project sponsor is normally the client's Administrator, Manager, IT Director, Finance Officer or equivalent <br />senior position. The role of the project sponsor is to support the team in organizational and contractual matters, <br />as well as matters of principle, without having an operational role in the project. <br />This is a critical role since the sponsor is the one person with the vision of what the project can contribute to the <br />business. The sponsor also recognizes the need for change and can ensure that the client resources have both <br />the required knowledge and enough allocated time to meet overall project objectives. <br />Responsibilities in the MCSJ Implementation Project <br />• Chair steering committee meetings <br />• Ensure that the project and business objectives support the organization's strategy and mission <br />• Ensure the commitment of City of Eustis senior management to the project <br />• Act as a mentor during the change process <br />37 <br />
