M.NETWORK <br />28RFP NO. 19-07-02 <br />In a study we commissioned, completed by one of our partner public opinion research firms, <br />we found that more than half of all adults in Miami-Dade County gave money to panhandlers. <br />The total amount given in nickels, dimes and quarters was equal – at the time - to nearly the <br />entire budget for the Homeless Trust. Not only that, when asked why they gave spare change <br />to panhandlers, most people responded, “I don’t think it does any good, but it makes me feel <br />better.” <br />It was clear that we had to develop a campaign that would dissuade people from giving to <br />panhandlers and provide them with an alternative. <br />Working with Romero Britto, we converted old parking meters into brightly colored change <br />collectors. More than 100 of these “Homeless Meters” were then installed at various, high- <br />pedestrian-traffic areas throughout Miami-Dade County. <br />The M Network created a massive, countywide event, “Homeless Awareness Day” to launch <br />the meter initiative and created TV, radio and print advertising create broad awareness for the <br />event.
