Summm Minutes: Regular City Commission Meetine January 16. 2014 City of Sunny Isles Beach. Florida <br />4. ORDER OF BUSINESS (Additions/Deletions/Amendments) <br />4A. Request to Hear Items; Hear out of Order: Hear Item lOB after Item 3A (Name Park <br />Bench): Revisions: Item 10G. Assignment of TDRs: Add -On: Item 7A. Ordinance <br />Amending Chapter 74 "Rules of Procedure": Deferral: Item 9B. Art in Public Places <br />Ordinance. <br />Action: \4ayor Edelcup noted the above changes to the agenda. <br />Vice Mavor Aelion moved and Commissioner Scholl seconded a motion to approve the <br />above changes to the agenda. The motion was approved by a voice vote of 5-0 in favor. <br />5. SPECIAL PRESENTATIONS <br />5A. Annual Report on the "State of the Cite" by Mayor Norman S. Edelcup. <br />Action: %4ayor Edelcup read the State of the City Address into the record. He noted that this <br />will be his last formal State of the City message, and his last words as your Mayor will come <br />in a final statement in late November when he will pass the gavel to the newly elected Mayor <br />ofthe City. He reviewed the significant events that took place in 2013. and said that the state <br />of the City's government operations and financial condition is very stable and strong. Our <br />millage rate of 2.700 per S1,000 of taxable value represents a decrease by 3.5% from last <br />fiscal year. The eeneral fund operating budget for 2013/2014 is S42.9 Million. a slight <br />increase over the prior year. In that S42.9 A4il lion there is approximately S1 J Million at this <br />writing that was going to be used for reserves but will now be approximately Sl 5 \4illion as <br />a result of finishing our Audit this year. We are quickly coming up to the goal that we set a <br />couple of years ago of haying some Sl 7 Million of reserve funds. SIO Million of which are <br />set aside for hurricanes or catastrophes and the other hopefully $7 Million will be used for <br />general purposes and reserves. <br />[City Clerk's Note A9cryor Edelcup announced that Student Council President Timothy Brvd <br />cn,rired and he joined the Commission at the dais. City Clerk Hines called him in on roll <br />cull. j <br />5B. Presentation of the Cite of Sunny Isles Beach Audit Report for Fiscal Year 2012/2013. <br />Action. Finance Director Audra Curts-Whann introduced Cindy Calvert, the partner on <br />engagement from the firm of Keefe. McCullough & Co. LLP, who provided the Commission <br />with a brief presentation of the City's Financials noting that based on their audit. they <br />provided an unmodified opinion which is the highest level of assurance that they can give. <br />She said they also evaluated the presentation of the basic Financial Statements and believe <br />that they incorporate everything necessary to obtain the Government Finance Officers' <br />Association Certificate of Achievement for Excellence in Financial Reporting. They also <br />issued two (2) separate compliance reports, one was in accordance with Government <br />Auditing Standards and in that report they addressed two (2) vital functions of the City. The <br />first is the internal control over Financial Reporting, there was no matter that they considered <br />to be significant deficiencies or material weaknesses. Secondly was a report on compliance <br />and there were no instances of non-compliance. They also issued a report that addresses the <br />Federal and State Single Audit Act.
