<br />JANITORIAL MAINTENANCE SERVICES | Bid No. 19-08-02 11 <br /> <br />adjustment to price based on changes in the following pricing index: Consumer Price Index (CPI), <br />All Urban Consumers, All Items, Miami-Ft. Lauderdale area, in an amount not to exceed 3%. <br /> <br />It is the vendor’s responsibility to request any pricing adjustment under this provision. For any <br />adjustment to commence on the first day of any exercised option period, the vendor’s <br />request for adjustment should be submitted 90 days prior to expiration of the then current <br />contract term. The vendor adjustment request should not be in excess of the relevant pricing <br />index change. If no adjustment request is received from the vendor, the City will assume that the <br />vendor has agreed that the optional term may be exercised without pricing adjustment. <br />Any adjustment request received after the commencement of a new option period may not <br />be considered. <br /> <br />2.5 METHOD OF AWARD <br /> <br />Following the review of bids, the lowest responsible, responsive bidder(s) meeting all terms, <br />conditions, and specifications of the ITB shall be recommended for award either by bid item, bid <br />group, or for the entirety of all bid items, as deemed in the best interest of the City. The City <br />Manager may also reject all bids received. In determining the lowest responsible, responsive bidder, <br />and in addition to price, section 62-8 of the City Code provides that the City may consider the <br />following: <br /> <br /> The ability, capacity and skill of the bidder to perform the Contract. <br /> Whether the bidder can perform the Contract within the time specified, without delay or <br />interference. <br /> The character, integrity, reputation, judgment, experience and efficiency of the bidder. <br /> The quality of performance of previous contracts. <br /> In order to be deemed responsive the bids must meet or exceed the minimum qualification <br />requirements. <br /> <br />2.6 MULTIPLE AWARD <br /> <br />The City may award multiple Bidders (primary, secondary and tertiary) as available, by line item, <br />by group, or in its entirety. The City will endeavor to utilize Bidders in order of award. The lowest <br />responsive and responsible bidder for each group shall be considered the primary awardee and <br />should receive the largest volume of work, upon meeting the required qualifications and acceptance <br />to the City’s terms. However, the City may utilize other Bidders in the event that: 1) a contract <br />Bidder is not or is unable to be in compliance with any contract or delivery requirement; 2) it is in <br />the best interest of the City to do so regardless of reason. In the event that one of the successful <br />bidders (primary, secondary or tertiary) are deemed to be performing unsatisfactorily as <br />determined by the City, the City may opt to award their designated bid group to the Bidder <br />performing to City’s approval. The City may also add Municipal Building locations to the scope of <br />work, at which the City has the right to request an Equitable Adjustment per location(s) from the <br />Contractor. <br /> <br />2.7 PRICE <br />
