EAC Consulting, Inc. <br />eacconsult.com <br />City of Sunny Isles Beach • RFQ 19-11-01 • Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. <br />Project Schedule <br />We will monitor our Project Schedule via schedule updates with monthly progress reports, which will include a 90-day look <br />ahead analysis to identify critical path activities and opportunities to accelerate the design schedule. <br />Project Budget <br />The Project Budget will be monitored monthly to ensure that our invoices are based on progress and documented in our <br />progress reports. <br />Quality Assurance /Quality Control (QA/QC) <br />A project-specific QA/QC plan will be submitted to the City’s Project Manager within ten days of the <br />Notice to Proceed (NTP), and will follow FDOT procedures, utilize checklists, perform constructability <br />reviews, incorporate lessons-learned, and will be used by the entire project team, including sub- <br />consultants. <br />FDOT Local Agency Program (LAP) Coordination <br />EAC understands the requirements of the FDOT’s Local Agency Program (LAP) Manual as it relates to projects such as this - that <br />involve a bridge structure crossing a roadway. We will comply with the FDOT’s latest revisions to the LAP Manual, the Florida <br />Design Manual, FDOT Structures Manual and FDOT Standard Plans for these bridges As part of the EAC Project Team, Harold <br />Desdunes, PE, and ex-Director of Transportation Development for FDOT’s District 6, will lead this coordination effort. He is <br />extremely familiar will all FDOT requirements and procedures, and will ensure that the project team performs close coordination <br />with FDOT’s Central Office. This will ensure our Project Team is following all FDOT design procedures and meeting all design <br />requirements in order to protect the lives, health, and public safety. <br />Qualified Independent Peer Review <br />EAC has included a peer review firm on our team that will review not only the design of the bridge, but also the construction <br />sequence. ASA Consultants have been included as part of the EAC Project Team to perform an independent peer review for <br />the pedestrian bridge design plans. <br />Adjacent Project Coordination <br />The following FDOT projects have been identified in the area. <br />The construction schedule duration is approximately 450 – 550 calendar days. We will coordinate these projects and other <br />projects that may develop to minimize impacts to the traveling public. <br />Project Milestones and Deliverables <br />Our Project Team will focus on implementing all the tasks outlined below - utilizing an efficient, results-oriented approach that <br />has worked on our prior professional service agreements contracts. We will design the project using FDOT Design Plans and <br />Standards, Miami-Dade County Standards, City of Sunny Isles Beach codes, and Resolutions and Ordinances and State of <br />Florida Building Codes - to best achieve the project goal of providing a safe pedestrian bridge park that accommodates the <br />pedestrian, bicyclist, and traffic needs, while improving access to businesses and properties. <br />The project milestones and deliverables are as follows: <br />Task 1: Bridge Development and Planning Phase <br />The first step to this project is to fully understand the needs of the City of Sunny Isles Beach and the community. Our Team will <br />undertake master planning and public involvement, initiated upon Notice To Proceed (NTP), to coordinate the design approach <br />and facilitate an effective public communications plan.
